UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

UNICEF plays a substantial role in all three ACT-A pillars (diagnostics, therapeutics and vaccines), and in the Health Systems and Response connector (including RCCE). UNICEF’s ACT-A/COVAX coordination team sits within the Health Section, Programme Group at UNICEF Headquarters, New York. This Temporary Appointment- Programme Specialist (P4) will provide technical support for results-based monitoring and reporting activities for UNICEF’s activities in support of ACT-A, with a specific focus on activities supported by flexible funds from UNICEF’s 2022 ACT-A HAC appeal.

Under the supervision and guidance of the Senior Adviser, Health, the Programme Specialist (P4) is responsible for strategically planning and executing a variety of results-based monitoring and reporting activities for the ACT-A COVAX team, working closely with other UNICEF Divisions and Offices working to support ACT-A activities. In this capacity, the Programme specialist will help shape programme monitoring and reporting for UNICEF’s contribution to the ACT-A initiative, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

As UNICEF seeks to raise $4.8 billion dollars in 2022 to support its contribution to ACT-A, this post will provide the needed additional capacity to support programme monitoring and oversight. This will require solid technical and management skills and deep knowledge of UNICEF processes and policies.

How can you make a difference?

Programme monitoring for ACT-A activities

  • Leads, manages and coordinates programme monitoring across pillars supported by the ACT-A HAC appeal. Working with HQ, Regional Offices and Country Offices:
  • Provides technical support in results-based monitoring to pillar leads (vaccine, diagnostics, therapeutics, RCCE) supporting the design and review of indicators, and systems to track activities and related progress
  • Develops and refines systems to harmonise light data collection by pillar every quarter
  • Compiles, analyses and reviews progress by pillar every quarter and shares with ACT-A Team/technical leads to aid decision making
  • Provides technical support to ROs and COs as needed on progress monitoring and supports reporting, review of information.
  • Tracks programme progress and cross-checks against financial utilization, in close coordination with the Planning and Monitoring Specialist, informing the ACT-A Team/ technical leads of progress and flags issues that require action/risk mitigation
  • Participates and/or provides inputs for ACT-A related meetings and discussions; leading webinars/meetings on programme monitoring and ACT-A related monitoring and reporting

Reporting for ACT-A activities

  • Leads, manages and coordinates semi-annual reporting (June, January) on country-level ACT-A HAC activities. Working with HQ, Regional Offices and Country Offices:
  • Develops guidance and systems to support progress reporting for COs that have received flexible ACT-A HAC funds
  • Compiles, analyses and reviews progress semi-annually, providing easy-to-use summary reports for the ACT-A Team/technical leads to aid decision making
  • Identifies potential case studies and strong examples of how flexible funds have been catalytic in supporting UNICEF’s ACT-A response, and shares information with PPD, PFP and DGCA accordingly
  • Collates inputs and leads the writing of two quarterly ACT-A HAC Situation Reports (June, September), working closely with other technical teams, and ensuring that feedback/comments are addressed, and high-quality reports are produced
  • Coordinates and acts as UNICEF’s focal point for ACT-A reporting for external and internal reports and requests
  • Coordinates across UNICEF’s Divisions and pillars to support quarterly reporting for the ACT-A Hub, including quality assurance and review of multiple drafts
  • Works with UNICEF’s teams to provide timely and quality inputs for reports, management requests, briefing notes, etc.
  • As needed, provides additional support to HQ and RO teams to support ACT-A reporting
  • As needed, represents UNICEF with external partners and provides updates on ACT-A activities

General support for the ACT-A team

  • Performs other tasks as needed by the team, including backstopping other team members [a flexible and versatile skillset and mindset is needed to support this emergency response].
  • In collaboration with the Health KM function, supports information and knowledge management related to ACT-A, with the collation of inputs, analyses and resources so that document libraries are up-to-date and content is available to internal and external stakeholders as appropriate using web-based content management systems, Sharepoint sites, etc

To qualify as an advocate for every child you will have…

  • Completion of advanced degree in social sciences, public health or related degree.
  • A minimum of 8 years of progressively responsible work experience at national or international levels in programme management, results-based monitoring and evaluation, reporting.
  • Previous UNICEF experience and knowledge of UNICEF’s internal systems (Insight etc.) preferred.
  • Excellent writing skills
  • Excellent analytical skills, results driven as well as ability to manage competing priorities, manage a varied and dynamic portfolio are required.
