UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Vision 2063, the Malawi Growth and Development Strategy (MDGS III) and the United Nations Development Sustainable Development Cooperation Framework (UNSDCF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’. The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

UNICEF Malawi works closely with Government and Civil Society partners to ensure basic social services for children and as the Programme Specialist (HACT Coordination) you will be at the forefront in ensuring that risks associated with transferring cash to implementing partners is effectively managed across the UN system, ensuring maximum impact.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic HACT team where you will be responsible for providing professional financial, operational and administrative assistance throughout the programming process by preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT.

In your role, you will report to the/be under the overall guidance and supervision of the Implementing Partnership Management Specialist

This job therefore presents a unique and significant opportunity for a qualified, vibrant, motivated and committed person to contribute to the overall achievement of transformative results for children with professional excellence and by delivering on the following key responsibility areas, but not limited to:

  1. Joint HACT planning for macro / micro assessments and audits
  2. Technical support to UN HACT implementation
  3. Risk management and quality assurance
  4. Knowledge management and capacity building
  5. Networking and inter-agency partnership

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree in one of the following fields is required: Development studies, Accounting, Programme/Project Management, Business Administration, Financial Management, Economics, Auditing or other relevant field is required*. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree*

Experience:

  • A minimum of five years of relevant professional work experience is required in programme/project development and management or finance at the national level some of which with the UN and/or in a development sector is required.
  • Experience working in a developing country is considered as a strong asset
  • Knowledge of the UN system in Malaiw is an asset
  • Background and/or familiarity with emergency is considered as an asset

Technical knowledge and skills:

  • A strong understanding and technical knowledge of risk management, audit and compliance is required
  • A good understanding of development programming is required

Language:

  • Fluency in English, both strong verbal and written skills, is essential.
