Go.Data is an outbreak investigation tool for field data collection during public health emergencies. The tool includes functionality for case investigation, contact follow-up, visualization of chains of transmission including secure data exchange and is designed for flexibility in the field, to adapt to the wide range of outbreak scenarios. The tool is targeted for use by any outbreak responder.

GOARN is a network of public health organizations that coordinates international preparedness and response to public health events and is hosted by WHO. UNICEF is a funding member and a member of the GOARN Steering Committee since 2000; and regularly contributes to the networks activity globally and in the field.

You will provide technical support to the maintenance, development and implementation of the Go.Data initiative. You will ensure linkages between Go.Data and specific sectors in which UNICEF plays a critical role in outbreak control, such as immunization, WASH, Risk communication and community engagement, community-based health, supply and logistics, health system strengthening, and social-science outbreak analytics among others, highlighting UNICEF’s complementarity to the role of WHO and other partners in the network.

How can you make a difference?

  • Support coordination and global implementation of the Go.Data platform through trainings and briefings, ensure interoperability with national systems and data analytics, IT support and epidemiological support
  • Leverage UNICEF expertise to engage actively with other GOARN supported programmes such as Integrated Multidisciplinary Outbreak Analytics or Risk Communication & Community Engagement Collective Services to promote integration of their data monitoring sources in Go.Data. Link work with PRIMERO – an open source platform that helps social services, humanitarian and development workers manage protection-related data, with tools that facilitate case management, incident monitoring and family tracing and reunification.
  • Provide support for training to frontline workers who may be asked to deploy in response to outbreaks. Training will include all essential Go.Data features and functionalities and ensure that trainees are able to use the Go.Data software independently.
  • Provide support to UNICEF and GOARN for training to contact tracing teams, on key concepts and usage of Go.Data to support contact tracing activities.
  • Provide advice for epidemiological analysis and use of Go.Data for UNICEF and GOARN in country specific contexts and support further development of Go.Data
  • Provide additional programming and epidemiological support to UNICEF PHE team based on needs.

The position will be part the Public Health Emergencies team of UNICEF, and report to the UNICEF PHE Principal Advisor. The Programme Specialist will join a team of experts at GOARN, hosted by WHO. Supervision will be share by GOARN programme manager and UNICEF PA.

To qualify as a champion for every child, the candidate must have…

  • An advanced degree (Masters or higher) in public health and epidemiology, Business Administration, Health, Pharmacy and/or other related field is required.
  • A minimum of eight (8) years of progressively responsible professional experience at the national and international levels in the field of progressively responsible experience at the national and international levels in Public health and outbreak preparedness and response on in a related area is required.
  • Prior experience in supporting contact tracing activities is desired.
  • Prior experience in and or understanding of multiple areas of UNICEF’s programmes and GOARN network is desired.
  • Experience with UNICEF / UN mandate and procedures for Public health response is highly desired.

Additional desirables:

  • Ability to work closely with the teams in a multi-cultural environment
  • Set clearly defined objectives and plan activities for self, own team or department
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
