The Position:

The Programme Specialist will be based in Port Moresby. S/he will report to the Technical Specialist (GBV) under the overall guidance of the UNFPA Representative in Papua New Guinea. S/he will lead GBV response programming, with a specific focus on health and social services systems strengthening. S/he will work closely with the Technical Specialist for the incorporation of Sorcery Accusation Related Violence response services into this work as relevant and safe.

Job Purpose:

The Programme Specialist will lead GBV response programming, with a specific focus on health and social services systems strengthening. They will work closely with government and non-government implementing partners to strengthen timely, quality and well coordinated GBV response services. This will encompass legal and policy review, service protocol development, training and capacity building and the development and dissemination of best practice guidelines and technical materials. They will work closely with the Technical Specialist who will lead Sorcery Accusation Related Violence (SARV) programming to incorporate this into their work as relevant and safe to expand and strengthen services for SARV survivors. For example, where appropriate encompassing a focus on SARV in GBV service protocols They will work closely with the Mental Health and Psychosocial Support Technical Specialist to ensure the delivery quality and linked MHPSS care across the IASC pyramid including through GBV case management. They will work closely with UNFPA teams for the integration of GBV into sexual and reproductive health and youth programming as relevant and safe.

Qualifications and Experience:

Education:

  • Advanced University degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field;

Knowledge and Experience:

  • At least 5 years of increasingly responsible relevant professional experience in GBV. Experience in direct implementation of GBV programmes is strongly favored;
  • Expert knowledge of gender and GBV issues including relevant international human rights standards and mechanisms;
  • Experience designing and leading training and capacity building initiatives;
  • Experience in GBV health system strengthening work, including working with national health departments;
  • Experience managing primary prevention interventions, with a preference for positive masculinities, school-based programming, comprehensive sexuality education and/or adolescent girl empowerment programming;
  • Experience with GBV administrative data systems;
  • Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; the global Essential Services Package for Women and Girls;
  • Prior experience in counseling and psychosocial support will be an asset;

Languages:

  • Fluency in English is required. Working knowledge of another official UN language is desirable.
