Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women South Sudan developed its Strategic Note, 2019 – 2021/2022 in a context of conflict, humanitarian crisis and challenging economic downturn. The Strategic Note is designed to support the strengthening of normative environment, and women's voices and agency, in the achievement of all the key national and UN indicators focusing on peace and security, ending violence against women & SGBV/CRSV through humanitarian-development-peace action. South Sudan has one of the highest rates of violence against women and girls, including conflict-related sexual violence, manifested at different levels – conflict-related sexual violence by armed groups, of both government and opposition, within communities during ethnic/communal violence, normalization of domestic violence (DV), almost 65% of women in various studies have admitted to facing intimate partner violence and through insecurity in Protection of Civilian (PoCs) sites. Displaced adolescent girls are further marginalized, often forced into child/early marriages as coping strategies, resulting in a lack of access to educational services, skills for job opportunities and decision making, and exposure to sexual exploitation and abuse. In addition, the COVID-19 pandemic has disproportionately affected women in South Sudan, yet they are less likely to be included in the design and development of responses to the shocks they endure.

Organizational context:

UN Women has a triple mandate, and in addition to the coordination and operational actions touched upon above, UN Women ensures that a comprehensive and dynamic set of norms, policies and standards on gender equality and empowerment of all women and girls is strengthened and implemented. Specifically, in South Sudan this sees the Government of South Sudan fulfilling its national (Revitalized peace agreement 2018) and international reporting obligations on CEDAW, Beijing Platform for Action, UNSCR 1325, Maputo Plan of Action, and the Sustainable Development Goals.

UN Women as a key partner of the government of the Republic of South Sudan is grounded in the vision of equality enshrined in the Charter of the UN and works specifically for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To respond to the context and needs of the South Sudan, the UN Women South Sudan Country Programme focuses on four priority areas- i) Increase women's leadership and participation; ii) Increase women's access to economic empowerment and opportunities; iii) Prevent violence against women and girls (VAWG) and expand access to services; and iv) Increase women’s leadership in peace, security and humanitarian response.

UN Women partners with other UN agencies through the UN Joint programme on GBV, UN Joint programme on HIV/AIDS, and works closely with local NGO’s and INGO’s and national governments in order to leverage humanitarian response efforts and bridge the humanitarian-development nexus for promoting gender-responsive planning, programming, effective gender coordination, prevention and response to EVAWG, SGBV, CRSV, women peace and security, as well as for challenging inequalities based on entrenched gender norms that are harmful for women and girls.

Reporting to the Deputy Country Representative, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under the EVAW portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women Regional and Headquarters staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

Duties and Responsibilities

1. Design and develop programme strategies in the area of EVAW:

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to EVAW.

2. Manage the implementation and management of the EVAW programme:

  • Finalize the annual work plan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to personnel and partners on Results-Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Manage technical assistance and capacity development to project/programme partners:

  • Manage the implementation of technical advice and guidance;
  • Develop and implement technical tools, and initiatives;
  • Build and manage relationships with national partners to support implementation and expansion of the EVAW programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

    4. Manage the monitoring and reporting of the programme/ project:

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;

  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

5. Manage the people and financial resources of the EVAW programme:

  • Manage the programme budget and draft financial reports;
  • Supervise National Programme officers and Technical Consultants;
  • Mentor and coach personnel and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

6. Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

7. Contribute to inter-agency coordination on EVAW and PSEA to achieve coherence and alignment of UN Women programme with other partners in the country:

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, and events, and participating in groups and committees as needed;;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

8. Manage advocacy, knowledge building and communication efforts :

  • Develop and review background documents, briefs and presentations related to the EVAW and PSEA;
  • Represent UN Women in meetings and policy dialogues on issues related to EVAW and PSEA as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on EVAW.

9. Key Performance Indicators:

  • Timely and quality programme design and inputs to Strategic Note;
  • Timely and quality of programme delivery in line with budget and work plans, and in line with all UN Women operational rules and regulations, including security;
  • Timely and quality monitoring and evaluation of programmes;

Required Skills and Experience

Education and certification:

  • A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Ending violence against women (EVAW), Gender-based Violence, GBV and prevention of sexual exploitation and abuse (PSEA);
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working across humanitarian – development – peace nexus
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.
  • Experience working in South Sudan is an added asset.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Arabic is an asset.
