The Division of Data, Analytics, Planning and Monitoring (DAPM) was established in 2019 to drive decision making and organizational learning, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child. DAPM promotes the use of data and monitoring to achieve transformative impact on lives of children.

The Division is responsible for driving, shaping and guiding UNICEF’s evidence-informed analysis, strategic planning, programme monitoring and organizational performance management. As such, DAPM enables the organization to deliver on results in a more coherent manner, based on agile and contextualized programming process, and on data, evidence, and analysis, as well as the application of human-rights based and results-based management approaches.

Within DAPM, the Programme Effectiveness Team (PET) leads, regulates and coordinates the development and issuance of organization-wide procedures, policies, standards, guidance, and tools to strengthen programme effectiveness across all contexts, including programme planning, implementation, monitoring, organizational performance management, knowledge management and organizational learning, at all levels. It liaises with UN agencies, funds and programmes, specialized agencies, other technical organizations and the UN Development Coordination Office in the development and application of programme planning, monitoring, and reporting policies and procedures; and coordinates with the Office of Emergency Programmes (EMOPS), Programme Group and regional offices on provision of direct planning, monitoring and programme implementation support to countries responding to humanitarian contexts.

The Programme Specialist works under the Programme Effectiveness Team (PET) of DAPM and more specifically within the Organizational Performance Management Unit (OPU), and reports to the Programme Manager (Data and Analytics) and works closely with other units within PET and other divisions in HQ, especially ICTD.

How can you make a difference?

UNICEF’s Real-time Data Initiative (RTD) was launched in July 2021 with a pragmatic goal: getting the right data to the right people at the right time. Actionable evidence available as and when needed.

Less than a year in, RTD has been performing strongly on its core goals of delivery of programme solutions for effective strategy, planning and adaptive programming. RTD has been catalysing cross-divisional collaboration: integrating our datasets, getting our data systems to talk to one another, and importantly fostering a global UNICEF “data tribe” through learning, outreach, and focused working groups. Historically siloed systems are now communicating, enabling situation indicators (SDGs, facts on the ground) to be analyzed with UNICEF programme indicators, so that decision makers can easily track outcome progress trends over time and identify areas that need acceleration and/or UNICEF’s contribution to meet global targets.

Under The guidance of the Progrmme Manager (Data and Analytics) within the Programme Effectiness Team (PET) of DAPM, New York, the Programme Specialist will work with the responsible RTD stream leads to facilitate and conduct data intelligence, communication, outreach and training activities prioritized within the Real Time Data initiative. Working closely with the Programme Manager and colleagues in the DAPM Programme Effectiveness Team and Data & Analytics Team, the incumbent will liaise with business stakeholders at HQ to identify any knowledge gaps and interventions needed and provide support to integrate advanced analytics into our corporate systems to gain insight into their use and be able to enhance and personalize them to create an efficient, tailored user experience.

The incumbent will undertake a variety of data mining, visualization, and integration activities - primarily focused on Situational data, Programme planning and monitoring data. In addition analysis will also include data available in UNICEF’s Data Warehouse (inSight, e-Tools, workplanning etc.) He/she will contribute to activities that will help improve data intelligence, optimize data access and produce innovative data products for evidence based decision making, advocacy and knowledge management.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:

  • Work collaboratively with colleagues to analyze, extract and package data from a variety of UNICEF internal and external sources for use in information products to support timely decision-making.
  • Contribute to analysis, design and development of equity maps to strengthen equity and risk informed programming and evidence based performance monitoring
  • Create staff awareness of UNICEF’s data products and increase the understanding and use of internal operational and programme management data in decision-making at country, regional and global levels.
  • Facilitate and guide on UNICEF’s internal data and advice on its appropriate use and re-use, enabling stakeholders to efficiently respond to specific information needs of senior management and other audiences.
  • Assist in requirement gathering sessions and document requirements, gaps in existing solutions and propose improvements in consultation with stakeholders and key users.
  • Support the gathering, curation, validation, of feedback related to data products, solutions and desired features and functionalities from HQ stakeholders, UNICEF Country and Regional offices.
  • Contribute to the enhancement and integration of corporate and other data systems to meet strategic information needs relating to regular management decision-making processes.
  • Support divisional focal points in key activities and delivery as necessary; Any other tasks as required by the supervisor

This will involve the following key deliverables:

  • Contribute to the development and maintenance of integrated country profiles, integrated programme matrices, Equity Maps and global/regional/country thematic profiles
  • Ensure efficiencies in data management by streamlining data flows across multiple systems and reducing redundancies.
  • Contribute to centralization and streamlined development of integrated analytical solutions sourcing data from all DAPM led digital assets such as CPX, e-Tools, RAM, Work planning, Field Monitoring etc
  • Package analytical products, customized reports and results and programme data PowerBI dashboards for use at all levels.
  • Contribute to the development of business requirements of performance management products, and tools.
  • As needed, provide user support via Service Gateway and other communication channels.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Management, Management Information systems, data analytics, data science or any other social science field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience in and working knowledge of business analytics and technology-enabled solutions.
  • Understanding of programme results planning, monitoring, and reporting.
  • Prior UNICEF/field experience and Knowledge of UNICEF data and corporate systems is considered an asset.
  • Relevant experience in one or more of the following areas: emerging data sources and analytics, leveraging information for programme and policy advocacy, business intelligence, real time monitoring system and knowledge management will be an advantage.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
