These changes in the natural environment deeply impact children’s rights as outlined in the Convention of the Rights of the Child (CRC), and the special vulnerabilities of children are also recognized in the Paris Agreement of the United Nations Framework Convention for Climate Change (UNFCCC) and the Sendai Framework for Disaster Risk Reduction (UNDRR). Effective responses to climate change, environmental degradation and disasters for and with young people are thus an essential component of UNICEF’s words and actions and a cross-cutting priority in UNICEF’s Strategic Plan 2022-2025.

How can you make a difference?

The CEED Programme Specialist is part of the Water, Sanitation and Hygiene, and Climate, Energy, Environment and Disaster Risk Reduction (WASH+CEED) Programme Group and reports to the Global Lead, Climate, Energy and Environment (Global Lead CEE) within a team that also houses the Global Lead for Disaster Risk Reduction (DRR).

The Climate, Energy, and Environment (CEED) team is responsible for further developing and overseeing the implementation of UNICEF's policies and approaches related to climate change, sustainable energy, the environment, and disaster risk reduction.

With the guidance of the Global Lead CEE who coordinates closely with the Global Lead DRR,

the incumbent will provide technical, programming, and policy support on CEED issues to UNICEF Headquarters and the field, convene organizational coordination platforms, manage thematic funds and networks, effectively report on results, represent the organization externally, and help set priorities for the organization’s agenda on CEED. The CEED Programme Specialist will backstop the technical and coordination support provided by Regional CEED Advisers to UNICEF country offices, as well as support the multiple Programme Groups and Divisions within Headquarters.

The key functions and responsibilities of the role are to:

  • Provide technical support, monitoring and backstopping of the assessments, strategies, action plans and resource mobilization proposals developed by HQ divisions, Programme Groups, Regional, and Country Offices to ensure coherence with UNICEF’s collaborative advantage and Strategic Plan results.
  • Help coordinate and manage organization-wide thematic networks on CEED specific topics (e.g. DRR, Sustainable Energy, Data and evidence) to drive synergies between HQ divisions, programme groups, Regional and Country offices and support the effective reporting of results.
  • Identify and investigate emerging trends in the CEED landscape and provide guidance for effective integration into UNICEF’s programmatic and advocacy interventions and agenda.
  • Build global investment cases for UNICEF’s work on climate change, energy and environmental sustainability, and DRR (CEED). The effects of this work should enable more effective programme implementation as well as advocacy, and should also enable governments to allocate resources so can maximize results for children.
  • Identify and help foster the growth of organizational partnerships on CEED issues that affect children-in conjunction with other relevant divisions and offices.
  • Support the programme and policy work related to UNICEF’s CEED agenda. This includes supporting the development of analysis and programme and policy asks, development of guidance and training material, and codification of lessons learned in conjunction with relevant divisions and offices.

To qualify as an advocate for every child you will have…

  • An advanced university degree in climate change, environmental science, engineering, disaster management, International Development, International Relations, Government, Public Administration, Public Policy, Social Policy or other relevant disciplines is required
  • A minimum of 8 years of relevant work experience in areas related to sustainability, international development, disaster management, environmental issues and children’s health and wellbeing is required
  • Specific experience in programme/project formulation, implementation, monitoring, review and evaluation related to climate change, environment or disaster risk reduction is required preferably in a developing country context
  • Knowledge on climate and environmental impacts, assessments, and adaptation solutions and expertise in conducting climate/environment/disaster risk and vulnerability assessments required
  • Familiarity with children’s rights in the context of climate change, environmental degradation and disaster risk reduction
  • Expertise in staff capacity building, developing tools, and providing training, particularly as part of a global/regional role in support of other country offices will be considered an asset.
  • Experience working on CEED issues within UNICEF or other international development agencies is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
