Organizational Setting

The position is located within the FAO Representation in Kenya.

Reporting Lines

The Programme Specialist will work under overall guidance of the FAO Representative in Kenya and direct supervision of the Resilience Coordinator of the Resilience Team for Eastern Africa, Nairobi, Kenya. He/she will work in close coordination with the RTEA Early Warning Early Action Preparedness and Response Advisor and MCF country teams.

Technical Focus

The Programme Specialist will be responsible for providing technical support to RTEA and FAO Kenya and FAO Ethiopia country teams in the implementation and documentation of the MCF reprogramming project and initiate the process of developing a flagship programme on youth employment, resilience, and climate adaptation through improved feed & fodder.

Tasks and responsibilities

The programme specialist will perform the following key functions:

• Identify existing challenges and bottlenecks in relation to private sector and youth opportunities in the feed & fodder sector, including around innovations and technologies, and linkage with research. • Document current activities and initiatives that address those challenges and identify proven solutions across the feed and fodder sector. • Formulate opportunities on how to scale those solutions, into a zero draft for a regional flagship programme on youth employment, resilience and climate adaptation (through feed & fodder). • Technically support and advice FAO Kenya and FAO Ethiopia teams in the implementation of their activities. • Support the overall coordination, documentation and reporting on the MCF reprogramming project, ensuring the early identification of challenges and course corrections (if needed). This includes supporting the coordination/oversight of the (still to be signed) Letter of Agreement on an in-depth study on the feed & fodder and BSF value chains. • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in climate/land/water/environment, agribusiness & youth employment, or equivalent. • Minimum of five years’ experience in implementing climate/land/water/environment, agribusiness and/or youth employment, in the international development sector. • Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. For PSA, working knowledge of English would suffice.

Technical/Functional Skills

• Demonstrated work/advisory and research experience in international development, climate/land/water/environment, agri-business and/or youth employment. • Demonstrated experience in M&E, learning and capacity building in an international development context. • Demonstrated experience in project design and resource mobilization. • Proven familiarity with (challenges and opportunities in) agribusiness and youth employment in agriculture projects. • Proven knowledge on how to develop and/or assess (agri-) business plans. • Proven capacity to synthesize information and present this in a format suitable to different audiences. • Previous working experience in Kenya with UN and/or international organizations will be an asset.
