Long Description ---------------- **Responsibilities** 1. Develop a robust and consistent approach for delivering compliance assurance based on the UNSECO Risk Management approach. 2. Design an implementation strategy for compliance assurance to ensure comprehensive monitoring, audit, and evaluation of compliance controls. 3. Develop a risk-based non-compliance decision matrix. 4. Analyze and assess risks associated with ongoing contracts with implementing partners in accordance with UNESCO policy compliance and operational practices. 5. Develop enhanced risk mitigation measures that can be implemented in Afghanistan, conduct gaps analysis, and provide technical recommendations to support the UNESCO Office in Kabul in making informed decisions aligned with financial rules, policies, regulations, and operational context. 6. Assist in developing the implementation monitoring plan. 7. Support in updating the risk register related to the implementation of program activities. 8. Coordinate with the Programme and Administrative section to track identified risks during project implementation and implement appropriate mitigation measures. 9. At least ten years of relevant experience in risk management or audit is required. 2. Knowledge of United Nations financial rules and procedures is desirable. 3. Relevant professional qualifications in assurance, risk, or a related discipline. 4. Demonstrated experience and expertise in leading a compliance assurance and risk function. **Languages** Fluency in oral and written English is required.
