How can you make a difference?

The Health Emergency Response Project and Emergency Education Response for Afghanistan Project SEA/SH Specialist will report to the Gender Specialist (Gender team lead). The PSEA/SH Specialist is accountable for providing technical support for the overall SEA/SH related work particularly implementation of the SEA/SH Action plan of World Bank Funded projects and other projects requiring such support, to ensure UNICEF compliance of agreements between the World Bank and UNICEF under the Environmental and Social Commitments Plan (ESCP).

This includes technical support for (a) overseeing implementation of SEA/SH Action plan for the World Bank funded Health and Education World Bank projects (b) implementation of the SEA/ SH aspects of the ESMF including but not limited to, stakeholder engagement, grievance handling in close coordination with the Social Safeguard Specialist and Country office PSEA Specialist; (c) regular monitoring and reporting of compliance with the SEA/SH Action Plan; d) SEA/SH knowledge management and capacity building of project partners.

Key Responsibilities

The major tasks and outputs related to the social aspects of the ESMF will include but not be limited to:

  1. Implementation of the SEA/SH Action Plan for World Bank funded Health Emergency Response and Education Emergency Response projects
  • Provide supervisory support in developing Code of Conduct
  • Develop roll-out plan for CoC in coordination with implementing partners
  • Supervise development of SEA/SH training and sensitization materials by implementing partners
  • Develop ToT model for cascading trainings at all levels
  • Supervise implementation of CoC and ToT
  • Develop plan to conduct periodic SEA Safety Audit
  • Disseminate key Safety Audit findings with implementing partners and key stakeholders
  • Extract referrals points for GBV/SEAH for the targeted Health Facilities from the GBV Subcluster Country wide service mapping and share contact points with implementing partners ( with due regard to agreed confidentiality agreements)
  • Update GBV protocols and training materials for both sectors. On health sector, this includes updating response to GBV to include response to children and adolescents, and increased focus on survivor centred communication strategies and rights-based care, including ensuring privacy and confidentiality
  • Develop training package for health community cadres (MHT, CHWs, Nutrition counsellors) on how to provide first-line response (Psychological first aid) and how to do safe referrals
  • Develop awareness materials for local communities on SEA/SH and GBV including available services, available reporting mechanisms
  • Provide technical support to Safeguards and GRM (Grievance Redress Mechanism) on the implementation of ESCP and ensuring that GRM is responsive to GBV/SEA/SH related grievances.
  • Collate and report quarterly updates on SEA/SH GRM
  • Develop ToR and M&E plan for SEA/SH Technical Working Group at National and Provincial levels
  • Coordinate conducting of Technical meeting on SEA/SH at national and provincial level once every quarter
  • Develop quarterly and annual reports on the implementation of SEA/SH Action plan for both the projects
  • Work closely with partners especially WHO, UNFPA and GBV Sub-Cluster for coordination and knowledge sharing purposes.

2. Capacity building and system strengthening on PSEA/SH of the country office, its partners and subcontractors/suppliers.

  • Identify challenges, opportunities, priorities and needs for scale up of SEA/SH related aspects during project planning and execution
  • In collaboration with other safeguarding team members, make sure that the terms and conditions set for project development in line with SEA/SH principles are adhered to.
  • Review bid documents and PDs to ensure PSEA/SH factors and mitigations are incorporated, and they are in harmony with the UNICEF PSEA/SH requirements.
  • Support the identification of PSEA capacities gaps of HER and EERA partners in preventing and responding to SEA allegations/complaints in line with international best practice and UNICEF standards, in particular the UN Common PSEA Capacity Assessment Tool and World Bank GBV Risk Assessment tool.
  • Ensure that all information pertaining to complaints is handled and referred strictly in line with agreed protocols: the internal UNICEF Notification Alert and inter-agency information sharing procedure agreed with the PSEA Task Force;
  • In coordination with Country Office PSEA Specialist, support the identification of good practices, challenges and opportunities for improvement in relation to the quality of complaint handling, in particular assistance provision and follow up provided to survivors of SEA/SH by implementing partners.

3. Monitoring & Reporting

  • Monitor compliance of UNICEF and implementing partners with SEA/SH Action Plan and other applicable SEA/SH related guidelines.
  • Undertake site visits during project execution and operation to assess how PSEA/SH mitigation measures are succeeding or have succeeded in minimizing impacts.
  • In coordination with other safeguarding team members, contribute to regular reporting on implementation of SEA/SH instruments.
  • Preparation of SEA/SH monitoring and evaluation reports and, perform tasks and responsibilities related to the SEA in close coordination with Social safeguard Specialist.

4. PSEA /SH Knowledge Management

  • Take stock of lessons learned from previous projects, global regional and national best practices, and current UNICEF and WB principles guidelines and procedures to ensure SEA/SH documents for the project remain up to date and current.
  • Document lessons learned, experiences and case studies from project implementation to inform capacity development trainings as well as address gaps and refine project procedures.
  • Implement capacity building activities for UNICEF staff and partners where applicable through Development of Guidance, Training Materials and Delivery of trainings
  • Closely provide assistance and deliver capacity building training to the field teams to close knowledge/skill gaps and minimize the likelihood of risks to happen to sub projects
  • Carry out training on integrating GBV/SEA/SH principles in HER, EERA and other projects requiring such support.

To qualify as an advocate for every child you will have…

Education: An advanced university degree in relevant field (Social Work, Psychology, Sociology, Gender Studies, etc) or relevant similar field is required.

Work Experience:

  • Five (5) years technical experience in GBV, including developing and implementing Sexual Exploitation and Abuse (SEA) and sexual Harassment (SH) frameworks in fragile and humanitarian contexts
  • Demonstrated experience of working directly with women and children who are survivors of GBV/SE/SH and can demonstrate (and therefore impart) an understanding of a survivor-centered approach within PSEA framework.
  • Must have experience with operationalizing GBV principles within PSEA processes, knowledge of international humanitarian standards for PSEA risk mitigation.
  • Knowledge and experience in addressing issues covered by UNICEF’s social safeguards policies or similar policies in other international institutions in complex and challenging settings, and across practices.
  • Experience working in complex and challenging settings is highly desirable
  • Experience with grievance redress mechanisms including demonstrable experience of PSEA investigations, and ensuring GBV survivor centered principles are applied within such investigations and processes
  • Demonstrated experience in developing and delivering successful training sessions, facilitating meetings as well as developing and implementing organizational procedures and protocols;
  • Excellent communication skills, including writing, training and presentation skills
  • Demonstrated experience and familiarity with Safety Auditing gained through GBV programming experience.
  • Highly motivated team players with an eye for detail, understanding the bigger picture context of operations, and creative problem-solving abilities.
  • Strong analytical skills and practical experience with participatory processes of stakeholder engagement and be able to integrate social development considerations in an operational context.
  • This requires strong technical competency on social issues and safeguards, with demonstrated ability to contribute to project management.
  • Experience working with UNICEF or another UN agency is an asset.
  • Familiarity with emergency response is an asset.
  • Willingness to extensively travel to provinces in Afghanistan
  • Willingness to spend 50% of his/her time in the Field where HER &EERA will be implemented

Language Requirements: Fluency in English and local Afghan languages is an asset.
