ABOUT WFP

The Asia-Pacific region is the most disaster affected region in the world, particularly susceptible to sudden-onset disasters that can outstrip short-term national response capacities and create unique challenges for timely delivery of international humanitarian assistance. Bhutan is highly vulnerable to the impacts of weather and water induced disasters including floods, glacial lake outburst floods (GLOF), windstorms and landslides. Moreover, the country is in one of the most seismically active zones in the world and the recent moderate earthquakes have focused attention on this ever-present threat.

For disaster risk management (DRM), WFP is the UN lead and is assisting the Government in setting up national platforms to guide coordination, actions, and investments in DRM. DRM is strongly connected and part and partial with other WFP’s programmatic interventions in Bhutan.

JOB PURPOSE

WFP Bhutan Country Office has been working closely with the Department of Disaster Management (DDM) to strengthen the data preparedness system and remote sensing to contribute to disaster risk management and response. To support to this purpose WFP is in the process of hiring a National Programme Officer with the knowledge of VAM and GIS. This role is reporting to the Head of DRM (Disaster Risk Management) unit in Bhutan Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support to strengthen capacity among government counterparts staff on Geographic Information Systems (GIS) skills, vulnerability and risk analysis and develop hazard, vulnerability and risk indices/maps (if/when needed) with all the GIS inventories. 2. Deliver necessary technical support to the Government and partners to achieve preparedness of in-house data and information collection system for disaster preparedness. 3. Contribute to the process of data collection, data cleaning, data management, and database along with DDM. 4. Provide technical support to the development and design of GIS training modules and other learning material – for the Government and academic partners – for capacity building and national knowledge transfer. 5. Support in developing training materials and organizing the national training workshops on data analysis related to 72-hour Rapid Assessment Approach including generation of sound impact estimates in coordination with government partners and other stakeholders. 6. Support DDM to develop SOPs on the activation of 72-hour Rapid Assessment Approach including the triggers for activation, roles and responsibilities of technical organizations. 7. Develop maps showing potential impact outlook/estimates with all the GIS inventories+near+real time+forecast data products during pre-disaster and impact estimates aftermath of disaster with the help of near real time data sets 8. Conduct a feasibility study on the establishment of PRISM for seism and hydro-meteorological disasters in Bhutan. 9. Support to pilot PRISM in Bhutan, including the development of automated modules using real-time satellite imageries and analytical products for rainfall, vegetation health and forest fires, and other relevant Earth Observation-derived indicators. 10. Introduce drone technology to stakeholders using unmanned aeral system services, especially for producing maps and digital elevation model fit for use with GIS. 11. Any other duties assigned by management

STANDARD MINIMUM QUALIFICATIONS

Minimum Bachelor’s degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, in Geographical Information Systems (GIS) or other related field. Master’s degree in relevant fields would be an advantage.

DESIRED EXPERIENCES

• Minimum 2 years of professional experience in programme or policy activities with a minimum of 1 year in VAM/GIS sector. Work experience in international sector will be preferred. • Experience in data analysis skills for both qualitative and quantitative data. • Experience in handling statistical tools and methods for disaster risk management and food security analysis. • Experience in disaster risk management and food security analysis. • Experience in data collection, analysis, management, interpretation, and visualization. • Experience in communicating effectively with the Government, humanitarian partners and other stakeholders. • Experience in conducting trainings, facilitating workshops and coordination and facilitation of general meetings. • Trained and/or experience utilizing GIS techniques and related software.

DESIRABLE

• Experience in vulnerability mapping systems and emergency assessment. • Work experience in a multi-cultural environment. • Work experience in Bhutan or the South Asia Region. • Experience in drone-based data acquisition, specifically in photogrammetry and data products. • Knowledge on web-GIS • Familiarity with global data layers relevant for monitoring and predicting climate risk • General knowledge of weather hazards and climate change, food security, vulnerability and government policies.

LANGUAGE

Fluency in English language and good command in Dzongkha and other local dialects of Bhutan.
