The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 11 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazzaville.

JOB PURPOSE

The incumbent will work within the Emergency Preparedness and Response team in the delivery of the Regional Urban Preparedness Project, specifically in : (i) consolidating technical findings for dissemination within the WFP community and with other regional/global partners; (ii) strengthening the strategic engagement with government counterparts and other key partners for the successful finalization of the SOPs, MoUs and other legal arrangements to seal the design of effective urban responses in the selected cities; (iii) testing recommended vulnerability frameworks and targeting methodologies in selected urban hotspots. The incumbent will be based in Johannesburg, with travel to country offices, as required.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Producing relevant documentation to support Country Offices and Regional Team in the finalization of Standard Operations Procedures and all relevant legal arrangements for the implementation of urban response design options; 2.Supporting Country Offices and Regional Team in the engagement with National Disaster Management Authorities for the inclusion of the Urban Vulnerability Hotspots in National, Sub-National and Local Contingency Planning; 3.Producing necessary elaborations, such as survey questionnaires, tools, activities planning and budget monitoring for the testing of Vulnerability Framework and Eligibility Criteria through Primary Data Collection in selected Urban Hotspots; 4.Supporting Country Offices and Regional Team with PPTs, concept notes and any other technical publication material for advocacy and dissemination purposes 5.Supporting in planning activities of engagement with global, regional and national stakeholders the Regional Team to establish strategic partnerships to expand the Regional Bureau’s urban portfolio, in liaison with the Partnership Unit in RB and at the global level. 6.Supporting the Regional Team in planning the organization of a regional workshop on Urban Preparedness and mapping possible participation in other international events on urban topics; 7.Supporting the Regional Team in planning and documenting cross-unit engagement within the RB aimed at mainstreaming the urban lens within other workstreams; 8.Producing relevant publication and communication materials for advocacy, dissemination, and validation of the project’s findings, methodologies and approaches, in liaison with all relevant units in HQ; 9.Supporting the Regional Team in the elaboration of narratives for funding proposals and any other relevant project management documentation.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Disaster Risk Management, Public Economics, Environmental Science, Social Sciences, Geography, International Relations or other field relevant to international development assistance. Or a bachelor’s degree with two additional years of related work experience.

Experience:

2-3 years of experience working in Disaster Risk Management, Emergency Preparedness and/or Social Protection is required. At least 3 years in programme design or implementation in humanitarian and development contexts is required, of which one must be at the country or field office level responding in a technical capacity to a humanitarian or development context. 1-2 years of work experience in the South African region is desirable.

Knowledge & Skills:

1. Applied technical experience of Disaster Risk Management, Emergency Preparedness and/or Social Protection is required. 2. Working Knowledge of Climate Adaptation, Urban Vulnerability and Resilience is required. 3. Working knowledge of industry best practice in people-centred programme design and topics relevant to WFP programming (e.g., food security, political economy, migration, conflict, development) is required. 4. Experience in government and partners’ engagement and advocacy strategies is desirable.

Languages:

Strong written and oral English skills (proficiency/level C), working knowledge in a second UN language (Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
