BACKGROUND & PURPOSE OF THE ASSIGNMENT

In Ethiopia, WFP provides food assistance to 4 million people, through life-saving food security and nutrition assistance, school feeding, as well as resilience building activities, in partnership with more than 90 partners, including both NGOs and government partners.

We are seeking to fill a position of a Programme Policy Officer (UN Coordination) who will under the guidance and direct supervision of the Deputy Country Director (Programmes) support management in coordinating WFP contribution and engagement with the wider UN in order to achieve a coherent, efficient and effective UNSDCF. The Programme Policy Officer will take all appropriate initiatives, and responsibilities to ensure alignment of WFP support with UN Country Team (UNCT) in and within the framework of the UN Programme of reform and in accordance with UNDGO Guidelines. The Consultant will support the development of common UN strategies and programming through the Common Country Assessment (CCA) process and the development and implementation of a high quality, focused and strategic United Nations Sustainable Development Cooperation Framework (UNSDCF), and through support to development of national strategies related to the Sustainable Development Goals (SDGs). In addition, the incumbent will coordinate WFP’s participation in the UN Action Groups, UN Programme management and UN operations teams and will work closely with the RCO, UN Agencies, Government officials, technical advisors and experts, and civil society, ensuring successful and transparent coordination of collective UN activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate all activities emanating from the UN Resident Coordinator Office for the Country Director’s (CD) attention, set priorities, and ensure follow up and feedback.
  • Advise and provide technical support to ensure efficient inter-agency information flows, including the preparation and dissemination of relevant documentation to UN agencies and UN partners in coordination with WFP Programme unit and UNRCO
  • Coordinate the development of WFP inputs into the UN work plan and associated reports and monitor the implementation of WFP activities in the UNCT work plan
  • Draft WFP inputs into the Annual UN Resident Coordinators Report, taking into account inputs, proposals and policy advice forwarded by other UN Agencies contributing to the Action Group 4 (AG 4) which WFP co-chairs with UNEP.
  • Support WFP’s participation in the UN Country Teams annual retreat: propose agenda items to the CD, take contacts and consult to ensure the participation of appropriate speakers and facilitators; compile adequate background materials for the CD.
  • Draft WFP’s inputs into the yearly UNCT work plan and budget, based on decisions taken by the UNCT and to reflect changing priorities
  • Assist the CD in the drafting of letters, speeches, communications or other timely responses to inquiries and requests emanating from UNDGO, other UN departments and other institutions
  • Lead the UNSDCF Action Group 4 Secretariat in coordination with the UNEP focal point, attend all Action Group 4 meetings, produce minutes, briefing materials and reports for the RC, flagging major issues.
  • Ensure close cooperation and operational coordination with Agency and provide inputs and ideas to the interagency PMT, and AG 4, with a view to maximizing the use of pooled resources, services and procedures.
  • Maintain and organize information on UN System activities, i.e. relevant communique originated from the Resident Coordinators Office, UN HQs, General Assembly and ECOSOC, other resolutions and material related to the RC System.
  • Work in close collaboration with UNRCO to ensure WFP’s participation in UN-Donor and UN-Government Coordination meetings, Round Tables, and/or Development Forums. This includes the preparation of briefing materials and reports.
  • Support the mobilization of bilateral and multilateral funding for UN joint programmes and ensure WFP is positioned to benefit from such resources; this includes preparing proposals and project briefs, and networking.
  • Identification of sources of information related to UN coordination networks; identification and synthesis of best practices and lessons learnt directly linked to country policy goals
  • Support the management of NGO and government partnerships engagement processes including partnerships performance reviews; development of tools, guidelines and SOPs; issuance of Expression of Interest, Request for Proposals and FLA awards requests; drafting agreements and amendments in line with WFP legal and financial rules and regulations; managing the process of operational and financial amendment and closure of FLAs, MOUs and the project; training staff and partners; reporting programme expenditure for donors on grants and expenditures in collaboration with Budget and Programme and Donor Relations; manage payment requests processes based on the agreement, agreed payment schedules, and ensuring IPSAS compliant; take charge of FLA budget reviews, and financial reports against approved budgets and standardised cost structures; provide critical feedback to the implementing partners, programme unit, and supervisor.
  • Perform any other duties, as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced University degree in Economics, Social Sciences, Communications, International Relations, Political Sciences or related field

Experience: A minimum of 5 years UN or bilateral missions experience (Headquarters or field level); an in-depth knowledge and understanding of the UN System is expected

Language: Fluency (level C) in English language.
