ORGANIZATIONAL CONTEXT

The World Food Programme (WFP), operating in India since 1963, aims to support the government’s food safety-nets by providing technical assistance to improve their efficiency to address malnutrition and food insecurity in the country. Through its Country Strategic Plan (CSP) (2019-2023) WFP aims to support India in achieving their targets under Sustainable Development Goals 2 and 17. Strategic Outcome 1 under the CSP (2019-2023) is aimed at enhancing the efficiency, targeting, service delivery and supply chain of government programmes for improving access to food and sharing of best practices on warehouse management. Under SO 1, WFP is working through Partnership Agreements with Department of Food and Public Distribution (DFPD) at the national level and with the state governments of Odisha and Uttar Pradesh with the goals of: • improving the service delivery of food-based safety nets through optimizing existing supply chain operations, • improving warehousing operations for food grains and market linkages for small holder farmers, • supporting End to End (EtE) Computerisation of Targeted Public Distribution System (TPDS), • piloting cash-based transfer and • developing best practices.

JOB PURPOSE

In coordination with WFP Country Office and under the supervision of the Head of the C-PMU as decided by the Joint Secretary (DFPD), the Advisor will support strategic analysis and advisory services to the Department of Food and Public Distribution on the current best practices in the country which will serve as guidelines for scaling-up across the country. The Advisor will also be responsible for understanding the requirements of the states and will provide customized approach documents/concept notes to them. The Advisor shall also be responsible for upgrading the tools for the monitoring of progress across states, based on the new best practices.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Director/Joint Secretary, Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India and under the technical supervision by Head of the Supply Chain & PDS Unit, WFP New Delhi the Programme Policy Officer (TPDS) will be responsible to perform the following duties: 1. Provide strategic support to identify, document and evaluate best practices in implementation of TPDS: • Co-ordination with relevant stakeholders for compilation of existing studies and documentation on TPDS best practices. • Prepare templates for documenting best practices. • Update the documentation of the best practices through interfacing with different state governments and other stakeholders. • Prepare analysis plans facilitating independent and unbiased analysis of the best practice models. • Undertaking in-depth assessment/ evaluation of the models and prepare recommendations for the state governments. • Undertake financial feasibility and scalability assessment of the models. • Maintain effective and efficient oversight and reporting systems related to TPDS operations to support DFPD in implementing new schemes and initiatives at State level. • Document and report on the progress of the project activities including. • Conduct capacity building workshops for Government officials and other stakeholders in TPDS operations. 2. Provide strategic support to disseminate best practice models and support their effective scale-up: • Assess the socio-political-technical factors necessary for scaling up the identified best practice model in different states. • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives. • Prepare dissemination plan for effective uptake of the identified models by the different states for effective TPDS transformation. • Undertake risk and gap analysis. • Prepare state specific recommendations for states to customize/modify solution to state specific requirements. • Assist in identifying learning sites and “demonstration projects” and coordinate with state government to facilitate cross learning. • Provide a road map for effective implementation of the best practice model and TPDS transformation. • Support the Central Government in the preparation of model plans for incorporation in state level DPRs. 3. Maintain effective relationships with representatives of government at the Department of Food and Public Distribution, GoI and other related States/UT. 4. Prepare and compile relevant data and create detailed technical specifications for all components of the solution/implementation from various stakeholders and share with relevant WFP Country Office Programme Officers for analysis and representation.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or First University Degree with additional years of related work experience and/or trainings/courses from an institute of repute in any of the following disciplines: Information Technology, Computer Science, Computer Engineering, Computer Applications; the following disciplines combined with an advanced degree related to information and communication technologies: Business Administration, Project Management, Development Studies, Engineering would also be acceptable Experience: At least three years or more of progressively responsible professional experience working in project planning, coordinating and implementing large scale technology/e-governance solutions with government or a development agency, in the area of e-governance, systems design and development, implementation of computer / IT systems or below related areas. Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required.

Languages: Fluent oral and written communication skills in English. Working knowledge of Hindi is preferred.

OTHER SPECIFIC JOB REQUIREMENTS

Competencies & Skills: The post holder should have strong technical, analytical and problems solving skills; ability to think through complex issues to conceptualize, design and execute actions plans. Demonstrate passion and motivation with the ability to manage complexities, multiple tasks with commitment to deliver against multiple, tight deadlines at work. Excellent team player with an ability to work collaboratively, share information and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results. Excellent oral and written communication skills, presentation and documentation skills with a focus on effective procedural documentation. Maturity and presence required to effectively participate and contribute in meetings with senior government officials. Knowledge: Understanding of the Indian Government bureaucracy and TPDS operations will be an advantage. Sound knowledge of project planning and management, preferably in the IT transformation or e-governance space.
