JOB PURPOSE

Under the Indonesia WFP Country Strategic Plan 2021–2025 (CSP) the Programme Policy Officer (PPO) leads WFP Indonesia programme for food security and nutrition analysis. The incumbent will report to the Programme Policy Officer- (Head of Strategic Objective SO1 and SO2) under the overall guidance of the Deputy Country Director (DCD). The PPO is expected to ensure high quality and technical expertise for WFP Indonesia’s country capacity strengthening and engagement in policy dialogue, provision of technical assistance, and the generation and utilization of evidence/data to inform food security and nutrition policy and programmatic decision-making. The incumbent is responsible for overall management of the unit including performance management, resource mobilization, technical quality, and reporting as per WFP, donor and UN system requirements. In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this, its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The programme portfolio under the incumbent here contributes directly to the achievement of CSP Strategic Objective 1, namely, “By 2025 the Government and other partners have enhanced capacity to generate and apply high-quality evidence as a basis for the reduction of food insecurity and malnutrition”. WFP will assist with capacity strengthening and data collection and analysis for mitigating disaster and climate change impacts on food security and nutrition. WFP will also strengthen gender analysis competencies among technical government counterparts.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Manage the food security and nutrition analysis team, providing consistent coaching and guidance to ensure technical quality and results. 2.Maintain and strengthen cross unit collaboration, particularly on issues related to nutrition, climate change adaptation, anticipatory action and social protection. 3.In close coordination with the Head of SO1/SO2, ensure routine communication and coordination with relevant functional units in the Regional Bureau and Headquarters. 4.Oversee, coordinate and ensure technical quality of WFPs contributions to the development of Government early warning and monitoring tools in line with the innovative methodologies and global best practice. 5.Coordinate and provide technical assistance to WFP partners, to produce evidence-based analysis to inform policy and programmatic decision making through enhancing methodology and utilization of yearly nation-wide Food Security and Vulnerability Atlas (FSVA) by the National Food Agency (NFA-Bapanas), using the results of small area estimation (SAE) analysis, seasonal monitoring bulletins, food price updates, and other data. 6.Lead development and implementation of strategies, plans and mechanisms to improve the quality of data and analysis products, dissemination, uptake and utilization of analysis products to inform Government planning and programming. Monitor, document and share results regularly. 7.Monitor and identify emerging food security and food systems transformation initiatives, policies and potential evidence needs that align with WFP’s Country Strategic Plan (CSP) 2021-2025. 8.Coordinate and contribute to the strategic review of food security and nutrition in line with the relevant Sustainable Development Goals (SDGs) and governing policies and regulations in Indonesia. 9.Coordinate and contribute to the processes to improve SAE methodology working in partnership with global experts and jointly with the Indonesia’s Statistics Agency (BPS) and partners, to improve data reliability, analysis and outputs. 10.Establish, maintain and strengthen partnership and collaboration with key Government partners, including with the Ministry of National Development Planning (Bappenas) and the Ministry of Social Protection (MoSA), the National Disaster Management Agency (BNPB). Coordinate activities in strengthening Governments early warning systems, risk information and other data and evidence products related to management of disaster and climate risks, training staff, representing WFP in the Food Security Task Force, amongst other forums.

11.Maintain established operational partnership, with sister UN agencies and other development partners on data, analysis, and evidence generation initiatives, including the UN’s data, monitoring, evaluation and learning (DMEL) working group and UN’s common country analysis (CCA). 12.Provide strategic and technical inputs into concept notes, proposals and donors for resource mobilization from donor sources and internal funding.

13.Represent WFP in official and technical meetings and consultations with partners to contribute to discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on evidence) and for potential collaboration. 14.Facilitate integration of food security and nutrition analysis across the WFP Indonesia programme portfolio and broader strategic engagement by providing technical support and guidance across programme, partnerships, and strategy units. 15.Support the monitoring and evaluation, reporting and knowledge management of WFP activities, providing technical analysis, interpretation, and written content, in close coordination with the M&E, Reporting and Knowledge Management Unit. 16.Coordinate, if required, activities for timely and efficient response to emergencies as contributing to the ENAs, conducting market assessments and evidence-based analysis, on impacts of emergency on food security, livelihoods, etc. 17.Function as Officer in Charge for SO1 as requested by supervisor or Country Office management. 18.Perform any other duties as required in line with area and level of expertise.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced university degree in one or more of the following disciplines: International Affairs Economics, Nutrition/Health Agriculture, Public health, Social Sciences, Environmental, Development studies and/or similar relevant discipline.

EXPERIENCE: • At least Five years post graduate relevant professional experience with Master’s Degree, or Seven years post graduate with a first University Degree, with a relevant professional experience in Food security, Vulnerability Analysis, Public Sector Management, Development projects, Emergency assistance • Demonstrated experience in country capacity strengthening modalities. • Demonstrated experience in engaging and influencing policy dialogue. • Experience in leading small programme team or component of programme portfolio. • Has engaged in policy discussions and provided input into policy decisions.

KNOWLEDGE & SKILLS REQUIRED: • Demonstrated effective and sound leadership in a supervisory role. • Understanding of Indonesia food security and food systems including relevant polices, and regulations at national and sub-national level. • Strong knowledge of food security including data collection and analysis techniques. • Good knowledge of statistics. • Excellent writing, analytical, presentation and reporting skills. • Ability to conceptualize and draft programme concept notes and proposals.

LANGUAGES Fluency (level C) in English and Bahasa language
