JOB PURPOSE
Under the Indonesia WFP Country Strategic Plan2021–2025 (CSP) the Programme Policy Officer (PPO) guide WFP Indonesia programme to improve nutrition of school age children and social behaviour change and communication for healthy diets. The PPO will report directly to Programme Policy Officer ( Head of SO3) and the overall guidance of the Deputy Country Director (DCD).
The PPO is responsible for managing partnerships, designing interventions, and overall implementation of WFP Nutrition programme aimed at improving nutrition of school aged children, and social behaviour change communication for healthy diet.
In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.
The programme portfolio under the incumbent here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide technical guidance and overall management of the School Nutrition,ensuring coordination and collaboration across WFP programme units. 2. Provide technical guidance and overall management of the Social Behavior Communication and Change portfolio for healthy diets, utilizing multiple channels for communication. 3. Provide strategic input and actively engage in national level policy dialogue to enhance policies, programmes and resource allocation to improve nutrition of school-aged children. 4. Provide technical assistance to government counterparts and other partners to enhance capacity to improve nutrition literacy, and healthy school environments. 5. Provide strategic and technical inputs for the development of concept notes, and proposals to mobilize resources for improving healthy diets. 6. Guide the implementation of south-south and triangular cooperation initiatives to contribute to enhanced policy dialogue and capacity for improved nutrition of school aged children. 7. Research and analyse a range of policy and operational issues as part of WFP’s engagement with the Government on policies, programmes and activities related to School Nutrition through the School-based Health Programme (UKS) and Social Protection schemes. 8. Contribute to, maintain and effectively manage internal and external partnerships for improved nutrition status of school-aged children. 9. Effectively manage donor and WFP resources dedicated to school nutrition and SBCC portfolio. 10. Produce and supervise team in providing accurate, timely and quality reporting of WFP Indonesia School Nutrition programmes and activities to meet donor and corporate requirements. 11. Contribute, build and maintain effective partnership with internal and external counterparts of School Nutrition to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. 12. Support the capacity building of the team via on-job training/coaching, and ensuring access to global guidance, training events and seminars. 13. Function as Officer in Charge for SO3 as requested by supervisor or senior country management. 14. Any other duties, as required, in line with expertise and job context.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION: • Advanced University degree in Nutrition, Public Health Nutrition, Food Technology, Medicine, Social Sciences or other field relevant to international development and nutrition. University Degree with additional years of related work experience and/ or trainings/courses.
EXPERIENCE: • Three years post graduate relevant professional experience with Master’s Degree, or Five years post graduate relevant professional experience with a first University Degree. • Understanding of the Indonesian policy and regulatory environment related to nutrition, including school-aged children. • Experience with social behaviour change and communication programming, targeting and school aged children. • Demonstrated experience in country capacity strengthening modalities. • Demonstrated experience in engaging and influencing policy dialogue.
KNOWLEDGE & SKILLS REQUIRED: • Demonstrated effective and sound leadership in a supervisory role. • Ability to conceptualize and draft programme concept notes and proposals. • Excellent oral written communication and presentation skills. • Understanding of Indonesia nutrition, and education, and including relevant polices, and regulations at national and sub-national level. • Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes.
LANGUAGES Fluency (level C) in English and Bahasa language.
