JOB PURPOSE

The Programme Policy Officer will provide technical expertise, advice and solutions that support strategic results of the WFP programmes. The incumbent, while assisting the Head of Program in required tasks will serve as Manager of the CSP Strategic Outcome 1: “Populations affected by crisis in Bangladesh are able to meet basic food, nutrition and other essential needs during and after the crises. During emergency, the incumbent will advise and support other programmes, and coordinate on functional activities such as digital solutions, mobile money, Knowledge and Information Management (KIM) and other relevant areas. In addition, the position is required to liaise with the Head of Area Office in Cox Bazar at various aspects of the Cox’s Bazar programmes, including strengthening strategic partnerships with the Government of Bangladesh, UN agencies, NGOs and other key stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of Head of Programme, the incumbent will lead Bangladesh Country- wide operation into effective and efficient programs with digital innovations and through operational partnerships. The incumbent will provide technical advice to the management on CSP activities while adopting new initiatives and technologies to increase effectiveness of operation and value for money. 1. Contribute to formulation of Emergency Preparedness and Response Package (EPRP) and Limited Emergency Operations (LEO), in line with both organisational strategy and the practical realities of Bangladesh. Developing programme guidance and implement Minimum and Advanced Preparedness Actions (MPAs/APAs) and review of the risk register, 2. Provide advice and support to the Bangladesh Country Office on Business continuity measures to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance. 3. Provide technical advice or mobilise technical expertise on EPRP and LEO policy issues including assessment and analysis, the choice of objectives, activities, the deployment and testing of innovative approaches and the development of strategies to support government efforts in the field of Disaster Risk and Reduction. 4. Assist counterparts in governments especially MoDMR through WFP technical assistance program. Lead the implementation of the MoDMR capacity development program. 5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work. In particular ensure WFP participation at the inter-agency Emergency Preparedness Working Group (EPWG) and provide input to joint continency planning documents and discussions. 6. Enhance WFP’s leadership status in the Local Consultative Group – Disaster and Emergency Response; the national platform for EPR coordination. 7. Manage operational research and evidence building on issues relevant to food assistance. 8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. 9. Contribute to resources mobilisations efforts for EPRP capacity development program for MoDMR, including clearly articulating the need related programme opportunities, and follow up on the resource situation of projects seeking advice from senior colleagues where necessary. 10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes. 11. Lead, motivate and develop a team of staff to enable high performance. 12. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget. 13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance.

Experience: Minimum 8 years of experience with a minimum 5+ years of professional experience in the areas of humanitarian, development and other relevant operations/programmes.

Language: Proficiency in both oral and written communication skills in English.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Participate and represent WFP in emergency coordination meeting, particularly in services where WFP has a mandated coordination role (such as Food Security Cluster, Food Security Sector, Logistic and Emergency Telecommunication sectors).
  2. Support sector and cluster leads in preparing joint humanitarian appeals (ex: HRP, JRP and CERF applications).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. Has worked in the design, implementation and monitoring of in-kind food, cash and voucher transfers.
  2. Has gained direct experience of different programme approaches; and
  3. Has worked with government agencies and gained policy experience.
  4. Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  5. Has engaged in policy discussions and provided input into policy decisions.
