ORGANIZATIONAL CONTEXT
With the support of international and national stakeholders, the Government of Jordan is working on the operationalization of the National Social Protection Strategy (NSPS) aiming at strengthening the effectiveness and efficiency of social protection programmes, such as the social assistance scheme led by National Aid Fund (NAF) and the National School Feeding Programme (NSFP) managed by the Ministry of Education. Following the recent extensive collaboration with the Government on the above-mentioned programmes, the United Nations World Food Programme (WFP) intends to transfer its expertise and know-how to other segments of the social protection system as well as partnering with additional national actors of social protection in Jordan, such as Ministry of Agriculture, Ministry of Labor and Social Security Corporations, etc.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSE
WFP intends to explore sustainable options for refugees through social protection and resilience building interventions. Hence, WFP plans to work on the alignment between its humanitarian assistance to refugees through general food assistance (GFA) and the national social safety nets.
In this context, and within the framework of WFP’s strategy to sustain and expand its support to national social protection systems in Jordan, we are looking for a Social Protection Programme Policy Officer (NOB) to coordinate the provision of technical assistance and lead on strategic advisory services. The selected candidate will operate under the direct supervision of the international consultant managing the Social Protection portfolio of WFP in Jordan. The selected candidate will closely work with the main national and international partners within the social protection domain and support the WFP internal coordination with programme support teams and relevant activities.
KEY ACCOUNTABILITIES (not all-inclusive)
A. WFP’s technical assistance provision to the national social protection actors
1. Contribute to Country Office’s technical advisory role for the government on a wide range of social protection programme and policy issues to support government’s efforts to reduce hunger, malnutrition and poverty through national social protection schemes. 2. Support the formulation and provision of technical assistance packages to government counterparts (Ministry of Social Development, National Aid Fund and Ministry of Education) to enhance national social protection systems, including targeting, entitlement, delivery, verification, accountability, evidence generation and reporting.
B. Widen the technical knowledge on social protection through research and analysis
3. Contribute to the consolidation, development and dissemination of knowledge and/or advocacy products pertinent to shock-responsiveness and inclusiveness of the national social protection system. 4. Research, analyse and support technical work on the alignment of WFP’s humanitarian assistance to refugees (GFA) and national social safety net in the context of humanitarian-development-peace nexus. 5. Contribute to generating technical know-how pertinent to social security and livelihoods/resilience building programmes to formulate potential support schemes for different segments of the population. 6. Contribute to generating technical knowledge related to de-centralized initiatives and actors within the area of social protection in Jordan. 7. Research to identify new funding opportunities for the social protection unit and support development of funding proposals.
C. Solidify the WFP’s strategic position and partnerships within social protection
8. Support strategic orientation pertinent to WFP’s role in social protection landscape in Jordan through identification of opportunities for WFP’s forward-looking positioning and engagement with the host government and development partners. 9. Support other current or new initiatives relevant to social protection together with key partners, such as the World Bank and UN agencies including UNICEF, ILO and UNDP. 10. Support advocacy efforts of WFP to improve the social protection schemes together with government and main partners. 11. Attend external events linked to social protection and contribute to CO’s social protection strategic positioning. 12. Others as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Master's degree in Social Sciences, International Relations, Economics, Public Administration, Public Policy or other field relevant to international development assistance, or Bachelor's degree with additional years of related work experience and/or trainings/courses.
Experience: Minimum three years of postgraduate professional experience in national social protection systems, including responsibility for liaising with different line ministries at national and decentralized levels with Master's degree OR Bachelor's degree with minimum five years of postgraduate professional experience in national social protection systems, including responsibility for liaising with different line ministries at national and decentralized levels.
Language: Fluency in spoken and written English and Arabic.
