ORGANIZATIONAL CONTEXT

Social protection is an important strategy for Governments to reduce extreme poverty, hunger, and inequalities and promote access to essential needs for the most vulnerable. In Cambodia, social protection gained strong momentum during the COVID pandemic as the Government established, adapted and expanded social protection schemes to mitigate adverse socio-economic impacts on at-risk populations.

WFP partners with Governments in 78 countries to strengthen national social protection systems, making social protection an important corporate focus and integral part of WFP Country Strategic Plans (CSP). WFP works with Governments and communities to extend the coverage, comprehensiveness, adequacy, and quality of national social protection systems to help individuals meet their food security, nutrition and associated essential needs and reduce the negative consequences of shocks they face.

WFP Cambodia’s Country Strategic Plan contributes to the Government development efforts in the areas of social protection, climate and disaster risk management and food security and nutrition. On social protection, WFP supports the implementation of the national social protection policy framework by working with Government institutions to: 1) institutionalize the national school feeding programme; 2) make social assistance more anticipatory and shock-responsive; 3) make social assistance more nutrition-sensitive; and 4) strengthen the delivery systems of national social assistance programmes.

JOB PURPOSE

The purpose of the assignment is to lead WFP Cambodia’s social protection work to ensure that WFP effectively contributes to the coordinated efforts of various stakeholders to strengthen national social protection in Cambodia.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will report to the Head of Programme and will be responsible for the following:

  • Act as the country office social protection lead.
  • Develop a comprehensive social protection strategy for WFP Cambodia and manage its implementation.
  • Lead WFP’s technical assistance to the Government on social protection, with a focus on supporting Government partners in:
    • the operationalization of the shock-responsive social protection framework, including by enhancing the shock-responsiveness of existing social assistance schemes and developing bespoke ones to be activated in case of shocks.
    • Reviewing and enhancing delivery models of national social assistance schemes.
    • Enhancing the integration of nutrition in national social assistance schemes.
  • Support WFP’s continued positioning on social protection including by identifying potential entry points for WFP and, as relevant, designing new activities and mobilizing specific technical expertise for their delivery.

  • Ensure coherent engagement with the Government and partners on WFP’s various work streams under social protection, including school feeding, and foster strategic and operational partnerships with social protection actors from Government and development partners.

  • Represent WFP in different forums, including policy dialogues, pertinent to social protection.
  • Manage and disseminate operational research, publications and knowledge products to inform the development of social protection policies, strategies, programmes and activities.
  • Keep abreast of relevant WFP and national policies, strategies, programmes and activities related to social protection. Share best practices on social protection initiatives internally and with relevant external stakeholders and support WFP’s corporate and regional learning agenda on social protection.
  • Contribute to resource mobilization for social protection activities, including by articulating business cases on WFP’s contribution, exploring new potential resource channels and preparing funding proposals.
  • Supervise, coach and build the capacity of the WFP national staff involved in social protection.
  • Ensure the best use of the Country Office’s social protection budget.
  • Act as the Country Office focal point in Cash-Based Transfers.
  • Represent WFP in the humanitarian Cash Working Group and work to enhancing synergies between humanitarian and national social protection actors, notably around cash transfers.
  • Contribute to Country Office processes, including workplanning, monitoring and reporting.
  • Others as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Public Policy, Public Administration, International Development, Social Sciences, International Relations or other fields relevant to social protection.

Experience:

Minimum 7 years of professional experience related to:

  • Supporting organisations and/or Government social protection efforts, notably in the areas of anticipatory action, shock responsive social protection, nutrition-sensitive social protection.
  • Strengthening social assistance delivery mechanisms, notably in relation to cash transfers.
  • Contributing to policy and technical discussions pertinent to social protection.

    Knowledge & Skills:

    • Knowledge of latest approaches in social protection, public policy as well as in country capacity strengthening.
  • Ability to develop and maintain productive relationships with a variety of stakeholders.
  • Strong analytical, writing and presentation skills.
  • Ability to supervise, coach and empower staff.
  • Strong problem solving and decision-making skills.
  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions, regardless of gender, culture, background and experience.

    Languages:

    Fluency (level C) in English language.
