JOB PURPOSE

The SBC specialist will be a part of the nutrition team within Strategic Outcome 2 of the WFP Country Strategic Plan (CSP, 2022-2026). He/She will provide technical and strategic leadership for the strategic framework, design, implementation, and integration of SBC across WFP strategic outcomes and monitoring and evaluation of the SBC components of the SCP to ensure quality standards are met and expected results are generated and used .

KEY ACCOUNTABILITIES (not all-inclusive)

Lead the technical and strategic framework, design, implementation, and integration of SBC across WFP Lao PDR strategic outcomes. *Lead the formative research:

  • Conduct secondary data assessment and desk review, consultation with the local stakeholders and the country office team to prioritize the thematic areas for formative research.
  • Develop the concept note and ToR for the formative research along with the implementation plan including timeline, sample size and other technical aspects. Develop the tools/topic guides on the formative research based on the concept note.
  • Lead the data collection process, including the development documents and plan of analysis, training and supervising the data collection team, and providing overall guidance for the process.
  • Analyse the research data and provide the formative research final report with the clear findings and outlining recommendations for the development of SBC strategy.
  • Facilitate the dissemination of the results of the formative research to internal and external stakeholders of WFP Lao PDR

*Development of the SBC strategy:

  • Work with the WFP country office team and cooperating partners on the development of the evidence-based SBC strategy based on the finding of the formative research. SBC strategy must include context specific interventions and modality of the delivery.
  • Develop the key messages and tools for the implementation of the SBC strategy in coordination with the local staff, design company and cooperating partners.
  • Conduct thorough processes for hiring and onboarding creative partners for SBC intervention design as needed.

*Implementation of SBC strategy

  • Create appropriate and detailed implementation plans, supervision tools, and monitoring & evaluation plans and support and supervise on ground implementation of SBC interventions.
  • Work closely with all units in WFP country office including school feeding, emergency, resilience supply chain, communication and others to ensure the activities are implemented with high quality and in timely manner.

*Strengthen SBC competencies and skills in the country to achieve quality and sustainable results.

  • Constantly support and mentor the national staff & SBC focal point and support the capacity building of the other WFP staff, partners and national government on SBC
  • Explore possibility of joint webinars, capacity building session with regional bureau, agencies, NGOs working in the space of SBC in CO.
  • Organize SBC workshops for stakeholders and other partners to promote learning and sharing experience.
  • Raise awareness and understanding of SBC concepts and its relevance/importance for WFP programming among CO and other agencies working on SBC in country.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University Degree in Behavioural Science, Public Health, Nutrition, Communication for development, Social Sciences, Journalism or First University degree with additional years of relevant professional experience or training/courses. Language: English (level C)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of SBC Strategy design, planning, implementation of large scale programs
  • Experience in qualitative and quantitative research and evaluation designs and methods in the field of behaviour change and nutrition.
  • Experience in designing SBCC strategies and interventions that target malnutrition and poor dietary diversity in humanitarian and development contexts.
  • Ability to work in a multicultural , multi-ethnic environment.
  • Experience working in the UN or other international organizations is an asset
  • Experience in monitoring and evaluation of SBC programs and their documentation

DESIRABLE KNOWLEDGE AND SKILLS****:

  • Full knowledge of computer applications, such as MS Office ; Knowledge of key digital communication platforms.
  • Strong academic and creative writing skills.
  • Strong project management skills and budget management skills.
  • Strong oral and written communication skills
  • Ability to work as part of a larger team, but also to work independently
  • Ability to travel to districts as needed.
