ORGANIZATIONAL CONTEXT

Framed within its Country Strategic Plan, WFP provides technical support to the national and regional governments to ensure that Filipinos are better able to meet their urgent food and nutrition needs in times of crisis and that their resilience is strengthened through improved and sustainable livelihoods. WFP’s support takes on multiple dimensions. WFP provides nutrition-sensitive emergency food assistance and restores assets. The organization strengthens and augments the government’s as well as partners’ emergency preparedness capacities, including improving their supply chains and emergency telecommunications. WFP also provides an integrated resilience-building package focusing on agricultural production and asset rehabilitation, supports smallholder farmers and agricultural cooperatives to access markets using digital technologies, and supports the government in managing climate- and conflict-related risks. In addition, WFP works with national and regional governments to scale up the National Food Policy and strengthen government capacity to improve the national school-based feeding programme and link it to the home-grown school feeding concept. Moreover, WFP reinforces the government’s social protection systems such as Walang Gutom 2027. Where required, WFP provides integrated food and nutrition assistance and other on-demand services to poor and food insecure communities. Social and behaviour change (SBC) is instrumental in WFP’s overall strategy.

Social and behaviour change (SBC) is a set of applied approaches, activities, or tools. The objective of the context-specific intervention is to positively enable behaviour change. Because SBC is socioecological, it goes beyond the knowledge, attitudes, and practices of the targeted individual, such as the pregnant woman or breastfeeding mother. The interventions therefore also target interpersonal influences, such as the behaviour of the spouse or extended family in the household (e.g., applying farming practices that are adaptive to changing climate and market needs); organizational factors, such as health clinics and civil society organizations accessible to the mother; community characteristics, such as language, religion, and cultural values; as well as the policy environment, including local and national food and nutrition-related policies and practices. SBC uses an integrated approach to enable systemic changes.

JOB PURPOSE

The Social and Behaviour Change (SBC) Programme Policy Officer leads the SBC portfolio of the Philippines Country Office (PHCO). The incumbent provides strategic guidance and technical support to CO operations as these integrate and implement SBC cross-cutting activities under the Country Strategic Plan. The incumbent works with and reports to the Head of Programme, with overall guidance from the Deputy Country Director.

KEY ACCOUNTABILITIES

Policies, Strategies, and Frameworks 1. Lead efforts in the development, programming, and implementation of an SBC framework that supports the PHCO’s commitments towards improved crisis response and sustainable resilience building among disadvantaged, vulnerable, or high-risk groups. 2. Lead efforts for the integration of SBC in PHCO projects and programs on nutrition, social protection, emergency response, anticipatory action, resilience, school feeding, gender, and other functional areas. 3. Provide technical expertise and advice to government, development partners, civil society, and other stakeholders, to influence SBC-related operational and policy decisions in national and regional plans, strategies, and programming. 4. Collaborate with the Regional Bureau Bangkok, activity managers, programme officers, and other focal persons to mainstream SBC across all activities, with implementation plans and indicative budgets. 5. Undertake reviews, prepare progress reports, and facilitate presentations on the implementation of SBC requirements in PHCO operations.

Guidance and Advisory Function 1. Provide technical advice and direction of action to Head of Programme and Deputy Country Director the extent to which SBC-related opportunities and contextual risks exist in PHCO programs and projects. 2. Lead technical advisory on SBC with government counterparts and partners in the country working on large SBC programs for positioning of WFP as the leader in SBC. 3. Oversee all stages of SBC project cycle, from proposal and negotiation to implementation and evaluation. 4. Engage in policy dialogue and country programming with government agencies, development partners, and other stakeholders, to support decisions on health behaviours, nutrition, food security, peacebuilding, and other social development challenges. 5. Lead capacity strengthening, including the development and adaptation of training manuals, toolkits, and facilitation guides, with the vision to strengthen technical and administrative SBC capacity of government agencies, development and implementing partners, civil society, and other stakeholders. 6. Work closely with social protection, gender, and other safeguard focal persons to support the PHCO’s commitments to social inclusion and social accountability.

Knowledge Generation, Knowledge Dissemination, and Partnerships 1. Develop and monitor formative research protocols, including technical design and standard operating procedures. 2. Conduct quantitative and qualitative analyses and other analytical work, generate technical reports and success stories, and lead development and dissemination of SBC knowledge products. 3. Promote partnerships to share SBC knowledge and experience, including liaising with financing institutions, academia, private sector, and other groups. 4. Participate in or contribute to internal and external trainings, workshops, conferences and other related activities for SBC advocacy, dissemination, and knowledge sharing. 5. Create clear terms of reference, hire SBC creative agencies, manage and ensure timely delivery of contractual commitments between WFP and external agencies.

Staff Supervision 1. Mentor career development of reporting staff, as well as those in the project team in the sub-office(s) and in other field sites. 2. Supervise performance and ensure ongoing learning of reporting staff as well as SBC staff placed in sub-office(s), including providing clear direction, regular monitoring, and constructive feedback. 3. Undertake field missions to guide and provide technical oversight of project teams, including regular support missions to the Sub-Office(s) and other field sites.

Other Responsibilities • Participate in or contribute to other activities to support PHCO projects and programs, as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Min. Academic Education

Advance university degree (Master’s degree or equivalent) in social and behavioural sciences or anthropology or social sciences as well as training/experience in nutrition, public health, communication, or related field is required or

A first university degree (Bachelor’s degree) in social and behavioural sciences or anthropology or social sciences as well as training/experience in nutrition, public health, communication with a combination of 5 additional years of qualifying experience will be given due consideration in lieu of Master’s degree.

Min. years of relevant Work experience

Minimum of three (3) years with Master´s degree or five (5) years with Bachelor´s degree of professional experience in social and behavioural sciences or anthropology or social sciences as well as training/experience in nutrition, public health, communication.

Language: Fluency in both oral and written English and Filipino communication

REMUNERATION PACKAGE
