BACKGROUND AND PURPOSE OF ASSIGNMENT

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change. The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, provide lifesaving food assistance in emergencies and develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and building the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:

  • Strategic outcome 1: Crisis-affected people in the Philippines can meet their food and nutrition needs during and immediately after an emergency.
  • Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
  • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
  • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

ORGANIZATIONAL CONTEXT

In the framework of the Strategic Outcome 2 (end malnutrition) of its Country Strategic Plan, WFP provides technical support to the national and regional governments in the formulation and development of policies to integrate food security and nutrition dimensions in its plans. Particularly, WFP provides technical assistance to the Enhanced Partnership Against Hunger and Poverty, Nutrition Cluster, and the Technical Working Groups on Food Fortification, Social and Behavior Change Communication and IYCF. One of WFP’s flagship publications in the Philippines is the “Fill the Nutrient Gap (FNG)” which identified the cost of a nutritious diet and the barriers faced by the most vulnerable to accessing healthy and nutritious foods. During the second half of its CSP —prioritizing its limited resources and working closely with the Government—WFP under the activity 2 plans to focus its efforts to reduce malnutrition through the implementation and scaling up of the Social and Behavior Change Communication (SBCC) strategy for pregnant and lactating women, children, and caregivers; to positively influence their health and nutrition-related behaviors. Through the support of the Government of Japan, under activity 3, WFP will implement a 2-year SBCC campaign targeting 100,000 people, including capacity strengthening of frontline health workers, based on the initiative “Better Access of Mothers and Babies on Integrated Nutrition Agenda” (BAMBINA) Strategy and Action Plan. This resource could complement the resources that would be made available through the Philippine Multisectoral Nutrition Project (PMNP) of Department of Health in BARMM.

Continued to support the development and implementation of nutrition-sensitive social safety net programs and support the design of new pilot projects for pregnant and lactating women and children, such as fresh food vouchers. Support for the local production of ready-to-eat supplementary food designed to meet the daily energy and nutrient needs of pregnant and lactating women, adolescent girls, and children. Scaling up the use of iron-fortified rice in national social safety net programs (school feeding, supplementary feeding, and family food pack). Support for food transformation and nutrition value chains to increase access to nutritious food, enhance livelihoods, and broaden smallholders' business prospects, with a particular focus on women empowerment. Continued investment in evidence generation with (i) assessments to better understand the impact of COVID-19 and other calamities on food security and nutrition, and (ii) the update of the Fill the Nutrient Gap study.

JOB PURPOSE

The Social and Behavior Change (SBC) Programme Policy Officer will lead development of strategies and provide technical guidance on the implementation of SBC activities for all activities under the Country Strategic Plan. The SBC Programme Policy Officer will oversee the implementation of projects focused social and behavior change. The incumbent will work under the supervision Head of Programme, with overall guidance from the Deputy Country Director. The Social and Behavior Change Programme Policy Officer will work in close coordination and collaboration with activity managers to ensure that objectives are achieved in full. The incumbent will be also involved in project related budget and resource analysis as well as analytical work and a wide variety of programme and policy activities including National Social and Behavior Change Strategic Plan development and Government capacity strengthening.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Advocate for the integration of social and behavior change approach in the national and regional plan of action for nutrition and relevant programmes.
  • Work with the Regional Bureau for the design of SBCC strategy for the Philippines CO.
  • Work with activity managers and programme officers to mainstream SBC across all activities and develop workplan with indicative budget in accordance with the SBCC budget.
  • Oversee and provide technical supervision to projects and relevant staff in BARMM. This includes the SBC Project Manager and SBCC Research Assistants placed in BARMM who will support the conduct of projects using SBCC approach.
  • Act as the main focal point for a food voucher feasibility study linked to SBC to determine the best communications tools and activities, such as mobile technology or community-based campaigns, to enhance awareness and promote best practices in the consumption of locally available and quality nutritious food.
  • Lead workshop/s, coordination meetings and other networking activities related to the conduct of the research, development of the strategy and action plan and capacity building activities on SBC.
  • Represent WFP at technical meetings related to SBC at national and regional forum as required.
  • Provide technical inputs in the finalization of proposals for resource generation; and
  • Perform other related responsibilities as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of professional experience in implementing or supervising social and behavioral change interventions on health, nutrition and other sectors.
  • Experience in designing and conducting formative research and monitoring and evaluation related to social and behavioral changes.
  • In-depth experience in community mobilization and program management.
  • Work experience with governments and in the UN is an asset.

  • Strong analytical and report writing skills.

  • Proven ability to conceptualize, develop, plan, and manage programs, leadership and teamwork skills, good analytical, communication, negotiation and advocacy skills.
  • Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds.
  • Strong capacity to conceptualize issues, think in abstract terms and ability to extract pertinent information from relevant sources.
  • A general knowledge of the policies of the United Nations system would be and asset; and
  • Advanced computer skills with mastery of Windows and Microsoft Office.

STANDARD MINIMUM QUALIFICATIONS

Education: Advance degree in the field of social and behavioral sciences or anthropology as well as training in nutrition, public health, communication, or related field.

Language: Fluency in both oral and written English and Filipino communication

REMUNERATION PACKAGE

  • Approximate monthly salary is a minimum of PHP 90,000++ and a maximum is PHP 120,000++
