ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior Programme post. Job holders are likely to manage a complex portfolio of activities that may include formulation and direct management or coordination of programmes at CO level or formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in an area of expertise and ability to credibly influence strategic, policy and operational discussions. Job holders usually manage a large team or excel in a specific area.

Under the Country Strategic Plan, Palestine Country Office aims to provide food assistance to the most vulnerable insecure groups of the Palestinian non-refugee population thru general food distributions, via in-kind food rations and cash-based transfers, mainly in the form of electronic food vouchers. It will also expand further its resilience-building program in the coming years for vulnerable households, women and youth, in areas such as livelihood support programming in protracted crises, livelihood support in urban and middle-income contexts, aligning asset creation and human capital development efforts with national productive safety nets. WFP Palestine Country Office aims at providing the infrastructure, technical capacity and links to facilitate complementary humanitarian and development actions by the partners and Agencies across the country, contributing at the achievement of collective outcomes that maximize outputs, reinforce the impact of joint UN programming and support the national priority of sustainable development.

In this context, building on past and current successes and the significant expansion of its interoperable CBT platform, WFP continues to offer partners on-demand access to unique CBT system, which provides a coordinated, efficient, cost-effective and high-quality mechanism for the delivery of financial assistance to vulnerable Palestinians.

nature enables the platform to complement the national social protection system and support the rapid scale-up of responses to increased food and other essential needs. The Palestine Office programs include a successful Service Provision portfolio catered to external stakeholders leveraging WFP’s transfer platform, inter-agency Common Feedback Mechanism systems, monitoring and evaluation expertise, and Gender and Protection capacities. Additionally, WFP co-leads the Palestine Food Security Sector and is a key contributor to other coordination platforms such as the Cash Working Group and the Inter Cluster Coordination Group. The implementation of efficient and innovative technical solutions, spearheading unique e-vouchers and cash provision modalities within WFP , continues to be well received by stakeholders and partners as critical instrument to promptly and effectively enable their intervention in a complex context

WFP Palestine identified the need to lead and coordinate above mentioned unique activities within the Country Office by a professional with extensive breadth of CBT and service provision programs, policy knowledge and experience, including strong technical abilities to credibly influence strategic and operational discussions and provision of technical advice to manage the Office portfolio of activities. Leading programme design efforts and managing relevant budgets complete the sought-after profile.

JOB PURPOSE

The Programme Policy Officer is responsible for the management of the Service Provision portfolio programs across the country, for two-years. He/she shall come with extensive, field operational knowledge to enable the management and coordination of the programmes – that includes management of beneficiaries transfers (Cash-based), coordination and harmonization of the programme initiatives for the Country Office– ensuring the efficient delivery within the framework of the Operational Service Provision for all the OpT operation areas. The Programme Policy Officer will work closely with different units from WFP Country and field offices as well as external stakeholders, cooperating partners and UN Organizations, so to ensure the accurate development and efficient delivery of projects and service provision activities.

Reporting line: Deputy country Director (Head of Programme).

Overseeing the management of the Service Provision

- Oversee the management of the growing service provision operations for external partners.

- Design and conduct quality and improvement plans to strengthen Cash -based- transfers service portfolio and associated services (data analytics and reporting community-feedback-Mechanisms, monitor and evaluation)

- Ensure that service quality standards are met, areas for improvement and optimization are analysed, gaps and delays are detected.

- Oversee the management of an effective and scalable interagency Community Feedback Mechanism.

- Advocate for WFP’s partnership for expansion of WFP service portfolio and act as account manager for partners, Organization and Govt Agencies requesting WFP services.

- Effectively manage the service provision team to ensure transparent and efficient people management with continued development of a cohesive and high performing team.

- Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.

Contribute to Country Office Emergency Preparedness in collaboration with the other internal units i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

- Ensure capacity strengthening for both partners and WFP staff in the required areas.

- Document lessons learned and best practices in managing the service provision operations.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: at least 8 years of postgraduate professional experience

Covers medium-term staffing needs, i.e. from one to four years max.
