STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Education, Social Sciences or other field relevant to international development assistance Language: Excellent written and oral communication skills in English and Filipino.

ORGANIZATIONAL CONTEXT

The Government of the Philippines has an established School-based Feeding Programme (SBFP) and has signed on to the School Meals Coalition, being the first country in Asia-Pacific to do so. The SBFP aims to address undernutrition among Filipino children, where they are provided with nutritious meals for a period of not less than 120 days. The programme is implemented by the Department of Education (DepEd) and Ministry of Basic, Higher and Technical Education (MBHTE) in the Philippines and aims to provide hot, nutritious meals to school children in public elementary and secondary schools across the country.

In recent years, there have been efforts and interest by the Government to expand and improve school feeding programmes in the Philippines, including introduction of the home-grown school feeding model (HGSF). To support the Government’s vision and commitment to the School Meals Coalition in adopting the HGSF programme in the country, WFP is providing technical assistance through evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners. WFP jointly with the Government is planning to launch a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes.

JOB PURPOSE

To support the Government of Philippine’s vision and mission on the SBFP, WFP is seeking to hire a committed, innovative, and dynamic individuals to join its Philippine Country Office. The incumbent will be embedded in the Ministry of Basic, Higher and Technical Education (MBHTE) with the aim of supporting WFP and MBHTE in the planning, implementation, and monitoring of school meals programmes. The Officer will liaise between WFP and the DepEd to enhance the quality, reach, and impact of SBFP, contributing to the achievement of educational and nutrition-related goals. The incumbent will work under the supervision of Head of WFP Area Office in BARMM, and with overall guidance of the Head of School Feeding.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support WFP and MBHTE in the planning, coordination, and implementation of school feeding programmes. Support WFP and MBHTE in articulating an implementation strategy for the HGSF.
  • Support WFP and MBHTE in the review of existing opportunities and gaps along key capacity areas in school feeding.
  • Actively engage in and contribute to evidence-generation informing relevant policy dialogues and strategy development (development of comprehensive policy framework package).
  • Support WFP and MBHTE in designing, planning and delivering activities to strengthen national capacity to fund, implement, manage, monitor, and evaluate the school feeding programme.

OTHER SPECIFIC JOB REQUIREMENTS

  • Familiarity with WFP's school meals programming approaches and best practices is highly desirable.
  • Excellent analytical, communication, and interpersonal skills, with the ability to work effectively in a multi-cultural and multi-disciplinary team.
  • Ability to work independently, take initiative, and manage multiple tasks with minimal supervision.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of experience in strategic planning, policy formulation and analysis, government budget formulation policy, project management and monitoring and evaluation systems
  • Experience in the planning, implementation, and monitoring of school meals programmes or related nutrition and education programmes
  • Strong technical knowledge and expertise in nutrition-sensitive programming, food safety, and dietary diversity, with a focus on school meals.
