STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced University degree in Social science, Economics, Nutrition, Agriculture, International Relations, Planning, Management, Monitoring and Evaluation of Project/ Programme, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

• At least three (3) or more of postgraduate professional work experience in food security, Nutrition, Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
• Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
• Ability to analyze diverse information and develop recommendations .

Skills:

• Strong communications skills (both written and verbal) at a level appropriate for representation.
• Skills in data management would be desirable
• Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
• Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
• Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
• Good computer knowledge and skills.

Languages:

• Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

• school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
• nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
• institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
• assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

Under the supervision of the Deputy Country Director, the Programme Policy Officer will be in charge of the coordination of all the ongoing activities in the regions/departments, managing operational planning, implementation and monitoring.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to building effective strategies to reinforce the multi-sectoral approach of the school feeding Program, encompassing activities from various sectors such as Nutrition, Social protection, WASH, Environmental protection, and ensure gender, inclusion and sustainability are fully accounted for; 2. Contribute to strengthening the HGSF approach within the Program, including the operationalization of local food purchase from smallholder farmers ; 3. Within the specific area of responsibility, prepare a range of planning documents, reports and data analyses (e.g. on food distribution, resource utilization, program status and performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control ; 4. Develop innovative approaches and tools and contribute to systematic capitalization and knowledge management to better support national system strengthening and scale up, including management of operational research, lessons learned/best practice exercises and evidence building on issues relevant to school feeding ; 5. Lead the development of the implementation plans and tools, technical guidance and operational manuals/materials for staff and partners to guide the implementation, including ensuring risk management is in place and innovation is promoted ; 6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to ensure efficient delivery of WFP programs/ projects, specifically the school feeding Program ; 7. Coordinate regular data collection, proactive monitoring of implementation and adequacy with strategic orientation and quality criteria, budget and deadlines in collaboration with the M&E unit ; 8. Ensure management of strategic partnerships with different actors (Government, civil society, UN, private sector, academics); 9. Contribute to resource mobilization efforts for WFP interventions, including clearly articulating the needs, priorities and WFP’s contribution and added value, and follow up on the resource situation ; 10. Manage the preparation and dissemination of timely implementation, analytical and critical reports, publications, and a variety of information and knowledge management products or proposals for internal or external use ; 11. Support the capacity building of WFP staff, cooperating partners and government institutions within the specific technical areas ; 12. Collaborate in the development and implementation of various processes and strategies to deliver WFP mandate in Benin, in line with standard policies, guidelines and procedures of the Organization ; 13. Liaise with internal counterparts and Units to support effective collaboration, implementation and monitoring of ongoing activities ; 14. Lead, motivate and develop a team of staff to deliver the planned results within the set deadlines and enable high performance ; 15. Any other task as required.
