ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) has been the main partner supporting the Ministry of Education and Human Development (MINEDH) on the implementation of National Home-Grown School Feeding (PRONAE) in Mozambique. Currently 340 Public Primary Schools, distributed across 11 provinces and 42 districts and benefiting more than 220,000 school-aged children. PRONAE was approved by the Council of Ministers in 2013 and aims to reduce, in a sustainable way, the negative impact that the problems of food insecurity and malnutrition cause in the education sector.

WFP Nampula office supports the government in the implementation of PRONAE in Nampula and Niassa to over 50,000 students in 69 schools via technical assistance and capacity strengthening. It also implements a complementary intervention In 32 primary schools, benefitting additional 51,000 beneficiaries in four districts: Malema, Ribaue, Meconta, and Nacala Velha. School meals have shown to have a positive impact on student enrolment and a stable platform for complementary activities such as gender, nutrition and education, school gardens and available market for smallholder farmers.

JOB PURPOSE

In this framework, WFP is looking for a Programme Policy Officer to coordinate its school meals activities in Nampula and Niassa provinces. To provide support to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advance University Degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance. Additional corses and masters Degree is an advantage. Experience: Relevant work experience in implementing technical programs, particularly school meals. Previous experience implementing programmes and providing input into designing operations. Previous experience providing input into policy discussions and decisions. Language: Fluency in both Portuguese and English language.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WF standards and procedures. 3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities. 5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. 6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. 7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. 8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives. 9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

OTHER SPECIFIC JOB REQUIREMENTS

• Manage the implementation of all SF activities in the province, including: Ensure food delivery and distribution, school preparedness, and monitoring; Prepare planning documents for food and Non-Food Items; Advise field monitors and build their capacity; Backstop of issues, manage locally and report/ request support as needed; Facilitate training for WF staff and external partners. • Coordinates and provides capacity strengthening to government counterparts. •Coordinate with internal and external stakeholders: Coordinate food/NFI deliveries with WFP Logistics, schools, retailers/transporters and local authorities; Facilitate relationship with Provincial and District authorities; Work with local/ CO teams to ensure retailers are delivering and being paid on time; Engage with Logs and Finance at SO to ensure programme delivery; Engage with SF team in CO for support, reporting and guidance; Prepare and oversee donor or MINED missions into the province. • Record and prepare inputs for donor reports.This section is optional to describe additional responsibilities & knowledge required for the specific job.
