JOB PURPOSE

WFP Pakistan has been supporting school meals in various forms and locations across the country for the past several decades. Currently there is no Government-led school meals programme in Pakistan, however federal, and provincial governments are interested in developing proof of concepts/models for supporting children in school, especially as a way to attract ‘out of school’ children back to the classroom as well as contributing to overall improved health and nutrition.

WFP Paksitan Country Office has been working with WFP Provincial Offices to develop concepts for piloting different forms of school-based programmes and has also been instrumental in supporting strategy development for provincial and national government.

Moving into the second year of the Country Strategic Plan (2023-2027), WFP Pakistan would like to further position itself as a partner of choice with the Government of Pakistan at all levels in their efforts to prioritise and operationalise school based programmes across the country as a form of integrated social safety nets to both improve attendance and nutrition of children currently enrolled, as well as to attract out-of-school children back to the classroom.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of concepts for school-based programmes, projects, plans and processes, ensuring alignment with wider WFP and government programme and policies. 2. Demonstrate a sound understanding of Government policies and budgeting processes, and facilitate WFP’s support for the development of strategies, policies and programmes to support government efforts to increase enrollment and attendance and reduce hunger among schoolchildren including support to develop PC-I/PC-II (s). 3. Provide technical advice and mobilize technical expertise vis-à-vis WFP’s programmes and policy issues including the choice of objectives, activities, transfer modalities and the deployment and testing of innovative approaches. 4. Contribute to building and sustaining effective collaborative relationships with appropriate Government departments and other relevant stakeholders in the areas of school-based programmes with components of social protection, school health and nutrition, and gender transformation. 5. Represent WFP in relevant technical forums including UNSCDF outcome groups, for advocacy and sharing information that may enhance collaboration with government agencies and build support for WFP work. 6. Support WFP in positioning school-based programmes as a social protection mechanism for the provincial and national governments to achieve wider education, nutrition and poverty reduction objectives. 7. Contribute to the preparation of funding proposals, participate in donor engagement and ensure accurate and timely reporting on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders. 8. Help to identify capacity gaps for WFP staff and government counterparts and then develop a capacity development strategy and plan for addressing those gaps. 9. Other as required.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Social science, Education, Nutrition, Political science or similar or First level university degree with additional two years of related work experience in lieu of advanced degree and/or trainings/courses from an institute of repute.

Experience: At least five years’ of progressively responsible professional/managerial experience working in the field of education or social protection. Experience in working with other UN organisations, NGOs, and Government is desired, along with experience working with a diverse range of entities, including the Government of Pakistan.

Skills:

  • Excellent research and policy skills and ability to negotiate and coordinate across sectors and partners
  • A good understanding of the Pakistan political context, education systems, social protection, international development, Government budgetary proceseses and complexities of working in the field of health and nutrition.
  • Excellent writing skills in English with ability to express synthesized/summarized messages accurately and simply.

Languages: Excellent written and spoken English.

ORGANIZATIONAL CONTEXT

Reporting to the Head of Programme, with overall accountability to the WFP Pakistan Country Director, the Programme Policy Officer (PPO) will primarily be responsible for taking the lead in providing strategic guidance and support to provincial governments and WFP Provincial Offices while also supporting the Country Office in working with the national government in development of their national school feeding policy, and implementation strategy. The PPO will work with other WFP units (supply chain, nutrition, cash-based transfers) and other UN and partner agencies ensuring complementarity and synergies.
