ORGANIZATIONAL CONTEXT

In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. The Plan articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP is supporting informed decision making on food security and nutrition in Zimbabwe, and integrating nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP is establishing new partnerships and leveraging existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas:

  • Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
  • Support to urban food insecure households for resilient livelihoods.
  • Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
  • Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security.
  • Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises

JOB PURPOSE

To manage the implementation of key Programming Activities in WFP Zimbabwe (R4 and Zambuko Programs), with a primary focus on resilience building, agriculture, and sustainable food systems.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Manage all Field Level Agreements of the Programmes, including communication and Coordination with partners and overseeing the budgets of the programmes.
  2. Ensure effective funds management of resources allocated to resilience activities in close coordination with relevant activity manager, budget and programming and finance teams.
  3. Identify opportunities to further integrate and layer the R4 and Zambuko programmes with other resilience-building programme activities to contribute to targeted communities' resilience-building against climate shocks and diversification of livelihoods.
  4. Mainstream gender, nutrition and protection as per project proposals and requirements from donors.
  5. Seek potential areas of layering, collaborations and synergies on sustainable food systems and value chain development.
  6. Information and Knowledge Management - ensure accurate management of information related to the programmes in close coordination with the M&E team.
  7. Prepare analytical and operational reports on the implementation progress of the programmes, as well as develop briefs or case studies on specific thematic areas.
  8. Resource mobilization and partnerships, including providing technical input to communication materials and funding proposals.
  9. Establish and maintain operational and strategic partnerships with government ministries, UN Agencies, NGOs, Private sector and research institutions.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Agriculture, Natural Resources Management, Food Systems, or other field relevant to development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience: At least 3 years of relevant professional experience in an international humanitarian, international NGO, or related organization with a particular interest in resilience building, climate-smart agriculture, and sustainable food systems.

Language: Fluency in English language, knowledge, and fluency in any local language is highly desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated professional experience managing projects in climate resilience building, agriculture, and sustainable food systems. Experience in integrated rural resilience building projects similar to R4 or Zambuko is considered an asset.
  • Proven experience in managing integrated programme activities and project funds management.
  • Proven capacity to develop funding proposals and track record of successful grant-making.
  • Proven experience building partnerships with international organizations, governments, and or the private sector for the incubation of new projects and programs.
  • Proven experience in working with diverse, multicultural, and interdisciplinary teams.
  • Ability to present information and ideas and to communicate effectively. Track record of producing reports and other communication materials.
  • Demonstrated data collection, sound analysis, and analytical writing skills.
  • Proven experience working with Excel spreadsheets.

FUNCTIONAL CAPABILITIES

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

TERMS AND CONDITIONS
