Overview

You have:

• Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
• Fluency (level C) in English language.
• At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations.
• Exposure in field operations, preferably in emergency situation.
• Experience of analysing local political situations and assessing risk accurately.
• Experience managing mid-size financial budgets, balancing priorities effectively.
• Experience leading mid-size team to ensure the effective delivery of objectives.
• Experience in vendor/government/partner negotiation within area of focus.
• Experience with security co-ordination.

ORGANIZATIONAL CONTEXT

Job holders work under close supervision of the SO1 Manager, and overall management of Deputy Country Director/ Head of Programme.

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To plan and manage Kayah Emergency response to ensure the effective and efficient deployment of food assistance programmes and use of allocated resources.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Effectively manage Kayah Emergency Response to ensure the continued development of a cohesive and high performing team.
2. Plan and manage Kayah Emergency Response within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays.
3. Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the SO1 Manager.
4. Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for SO1 review to inform efficient operational planning and decisions.
5. Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to food assistance needs.
6. Build partnerships to improve assistance packages, develop and sustain liaison with local government authorities, civil societies, beneficiaries and other partners.
7. Build capacity of WFP staff, partners and local authorities to prepare for and respond to food assistance needs.
8. Ensure extensive and frequent presence at project areas, distribution sites and centres.
9. Under the leadership of the Head of Programme and SO1 Manager, work with other Programme Unit colleagues to design and deliver a transition from unconditional food assistance to a more targeted approach in 2022.
10. Collaborate closely with security colleagues to reinforce the safety and security of WFP staff and Kayah Emergency Response operations to ensure that WFP security and safety standards are locally set and followed.

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language.

At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders

• Has developed, or supported in the development of, single discipline work plans to support the achievement of WFP strategic aims within a defined area. • Has gained some exposure in field operations, preferably in emergency situation. • Gained experience of analysing local political situations and assessing risk accurately. • Gained broader exposure across areas within a function (i.e. policy, programme etc.). • Has gained experience managing mid-size financial budgets, balancing priorities effectively. • Has experience leading mid-size team to ensure the effective delivery of objectives. • Participated in a vendor/government/ partner negotiation within area of focus. • Has experience with security co-ordination.
