STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum five years of work experience in humanitarian response is an asset, preferably including coordination and analysis, project formulation and implementation, including awareness of issues related to social protection and resilience building.

Language: Fluency in written and spoken English and Turkish.

Education: Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

KEY ACCOUNTABILITIES (not all-inclusive)

The following are key accountabilities of the post with the incumbent;

  1. Contribute towards the development of projects, plans and processes, ensuring alignment with wider programme policies and guidelines.
  2. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  3. Act as a point of referral and assistance for the local implementing partners and stakeholders with agreements, contracts, protocols under the guidance of the Head of Programme and Livelihoods Activity Lead.
  4. Liaise with internal counterparts and Country Office support units to ensure effective collaboration with the local implementing partners.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Other as required.

FUNCTIONAL CAPABILITIES

Capability Name Description of the behaviour expected for the proficiency level Programme Lifecycle & Food Assistance Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design. Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development. Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

OTHER SPECIFIC JOB REQUIREMENTS

Desirable experience:

  • Has experience working across the Program portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
  • Has strong coordination skills and background.

TERMS AND CONDITIONS

Remuneration: A competitive compensation and benefits package is offered.

Annual Leave Entitlement : 1.83 days per month.

Medical Insurance: Private comprehensive medical insurance plan for staff members and dependents (spouse, child or children)

Duration of the contract: Until 31 December 2021 (renewable)

Nationality and Residency: The applicant should be either a Turkish national or have a valid Turkish residence at the time of application.
