ORGANIZATIONAL CONTEXT

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. 3. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 4. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities. 5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. 6. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. 7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. 8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials. 9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 10.Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

1. Coordinate and support the achievement of projects under Strategic Objective 3 (SO 3) of the WFP Country Strategic Plan for 2019-2023, providing strategic and technical vision, ensuring the implementation of activities and the achievement of the indicators and outputs established in the same. 2. Coordinate technical assistance actions for the strengthening of legal frameworks and public policies for risk management and climate change adaptation. 3. Promote actions to strengthen resilience, risk management, emergency preparedness and response, retail supply chain and climate change adaptation, promoting the coherence of interventions in these areas. 4. Contribute to the participatory design of advocacy and communication strategies to foster dialogue on resilience, risk management and climate change adaptation linked to food security. 5. Promote South-South and triangular cooperation actions, as well as the exchange of experiences and good practices in disaster risk management. 6. Coordinate and support initiatives for the updated and disaggregated generation of evidence to strengthen resilience and adaptation to climate change. 7. Collaborate in identifying funding opportunities, in the formulation and preparation of proposals for programs and projects related to SO 3, and follow up on their implementation, ensuring that all operational activities are developed in line with work plans and proposing corrective measures to overcome existing operational constraints. 8. Ensure regular monitoring and reporting on the climate risk situation. 9. Support in coordinating emergency preparedness actions within the PMA. 10. Supervise staff under his/her charge and provide relevant advice and training. Ensure compliance with procedures and work requirements and the accuracy and diligence of work performed. 11. Actively participate in inter-agency coordination activities for issues related to resilience, climate change adaptation, disaster risk reduction and reactive or adaptive social protection, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, EEnvironmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language and Spanish.
