The United Nations World Food Programme is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. WFP is the 2020 Nobel Peace Prize Laureate, in recognition of “…its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war.

BACKGROUND

The World Food Programme (WFP) is the food aid arm of the United Nations and the largest humanitarian agency fighting hunger, food insecurity and malnutrition worldwide. For the next two years, WFP will embark on “The Project for the Improvement of Agricultural and Fisheries Value Chain for Smallholder Farmers and Fisherfolk in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).” This will improve the livelihoods, food security, and nutrition of BARMM’s smallholder farmers and fisherfolk. It will also strengthen their inclusion in the nutrition-sensitive agricultural value chain through improved market linkages, enhanced agricultural productivity, and nutrition-relevant Social and Behaviour Change Communication (SBC).

The WFP Philippines Country Office (CO) is looking for one (1) Project Manager for the SBC component activity of the project.

SBC is the strategic use of communications approaches, activities, and tools to positively influence behaviours. For this project, the evidence-based strategy will address nutrition and nutrition-related behaviors. The strategy considers the knowledge, attitude, and practices of the targeted individual, such as a pregnant woman or lactating mother, while taking into consideration the multi-level social and contextual dimensions of these behaviors. SBC takes a socioecological view, acknowledging that behaviors are influenced by factors at different levels of influence (e.g., from the self-efficacy of the mother to the cultural values and policy environment enabling or inhibiting that self-efficacy).

The SBC component builds on the CO’s formative research in this area, BAMBINA (Better Access of Mothers and Babies on Integrated Nutrition Agenda). In late 2020 to early 2022, BAMBINA collected data from municipalities in Maguindanao across nine target groups, on food and nutrition behaviors. This project invited 30 experts from local, regional, and national sectors for consultative meetings. The project also sought the expertise of a media firm, which developed a media landscape analysis and a media implementation strategy. Taken together, these efforts culminated in a strategy and action plan, which outlines behavioral gaps that may be addressed by communications activities, approaches, and tools. There is now an opportunity to implement that strategy and action plan. The project manager is needed for its successful implementation.

JOB PURPOSE

The project manager will be responsible for the day-to-day implementation of these activities. The holder of this position ensures the successful execution of the communications strategy and action plan, coordinates with local stakeholders, collaborates with partners, and monitors communications and behavioral objectives. The project manager also supervises a lean project team and strengthens the capacity of field staff. In addition, the project manager reports to the SBC Consultant, who leads the overall SBC component in the CO. The project manager is a full-time position based in the WFP Cotabato City Sub-Office (SO). In-person, in-office work and frequent travel in project areas are required, though remote work may be occasionally warranted, depending on minimum public health standards. The program manager is expected to work under minimum supervision but with routine, close coordination and collaboration with the SBC Consultant.

KEY ACCOUNTABILITIES (not all-inclusive)

The project manager holds technical, coordinating, and other key responsibilities. These include the following, which are neither all-inclusive nor exhaustive:

  1. Overall project management, ensuring technical quality of day-to-day activities and compliance with the implementation plan
  2. Ensure the fidelity of the communications/messaging design to the strategy and action plan
  3. Ensure the development, planning, and implementation of the communications activities
  4. Assist with coordination of all implementation and procedure training sessions
  5. Co-facilitate the training of field staff for effective implementation of communications campaign
  6. Coordinate with various local stakeholders and liaise with relevant implementing partners and local authorities
  7. Build and cultivate strategic relationships at the community level in ways that lead to increased impact and local ownership of the project
  8. Coordinate with media/communications firm or other groups tasked to develop, plan, and implement creative materials
  9. Supervise lean project staff in the sub-office, providing support and guidance at various levels
  10. Develop, write, and implement the procedures of the day-to-day work plan and ensure project staff’s compliance, including ensuring harmonizing equitable tasks and responsibilities

11.Make regular field visits, take time to oversee activities, and interact with beneficiaries, partners, authorities, and stakeholders

  1. Organize data collection forms, prepare progress reports and other project documentation, and oversee updates on implementation procedures

  2. Assist in accurate, timely data management, including key data points for collection and analysis

  3. Ensure budget compliance and monitor project expenses, including making purchase requests and coordinating with relevant units (e.g., procurement, finance), as appropriate

  4. Work flexibly and take on additional tasks as may be needed to meet project and program objectives

  5. Participate in internal and external meetings as well as relevant trainings or workshops

  6. Promote WFP safety standards in the local context of the project and coordinate with designated focal persons on gender, safety, security, and wellbeing, as appropriate

  7. Coordinate with the various departments or units in the CO and SO to ensure full compliance with WFP’s policy, procedures, and standards

STANDARD MINIMUM QUALIFICATIONS

Education & Training

Advanced University degree in public health, nutrition, or social or behavioral sciences.

Advantages: formal training in communication, developmental studies, health promotion/education, and/or project management

Experience

Minimum 3 years of professional experience in project management, including planning, organizing, implementing, and monitoring/evaluating project activities.

Language: Fluency (level C) in English language and the duty station’s language, if different. knowledge of local languages (Maguindanao, Hiligaynon) is an advantage.
