ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
    1. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
    2. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
    3. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
    4. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
    5. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
    6. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
    7. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
    8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
    9. Other as required.

SPECIFIC JOB REQUIREMENTS

Under the direct supervision of the Resilience Pillar Coordinator and in collaboration with the Head of the Resilience Coordination and Capacity Strengthening Unit, the Programme Policy (Resilience Partnerships) Officer NOB will support the resilience programme coordination and operations, in particular he/she will be responsible for coordinating the implementation of the RBA Canada resilience initiative programme, as well as the implementation of a wide range of joint resilience programmes, while also supporting the coordination of the UNDAF resilience outcome 1 and working in collaboration with all UN agencies working in the field of resilience in Niger.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

Support the “resilience coordination” working area within the Unit focusing on internal and external coordination, resilience partnerships. More specifically:

1. Strengthen integration and synergies among WFP integrated resilience programme activities, with a specific focus on mainstreaming cross-cutting aspects in the integrated WFP resilience package, including Gender, Protection, Nutrition, CC/FbF.

2. External coordination and partnerships for resilience :

  • Coordinate specific joint resilience programs, particularly with the Rome-based agencies (RBA) UN partners (FAO and IFAD), UNICEF, to identify opportunities for collaborative and complementary approaches that improve joint delivery and outcomes, including planning, implementation, monitoring and advocacy.
  • Support engagement with and outreach to new partners, to promote coordinated, integrated and harmonised approaches and joint initiatives with major stakeholders, such as with AfDB, SwissAid, and others as needed.

3. Support the formulation of the 2022-2026 UNSDCF development process and Coordinate RBA contributions to UNSDCF outcome on Resilience.

4. Support the formulation of the 2022-2026 Niger Development Plan (PDES) and Coordinate RBA contributions to UNSDCF outcome on Resilience.

5. Strengthen and contribute to evidence building, advocacy and visibility on resilience joint programming, in close collaboration with programme, RAM, CAM and DRU units, including support on:

  • Developing and implementing joint resilience communication plans, monitoring and evaluation plans with partners.
  • Elaborating reports, updates, proposals, communication products (good practices, factsheets, videos, etc.) related to resilience.
  • Representing WFP in external meetings on resilience joint programmes (RBA Steering Committees, SD3C coordination meetings, etc.)
  • Enhancing internal and external dissemination of knowledge based, CAM materials, good practices and lessons to encourage sharing and learning across countries, programmes and partners, and leverage results for advocacy.
  • Updating CO management, RBD and HQ on progress made on joint resilience programmes, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Experience: At least 4 years of post graduate professional experience in a relevant field of work.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 20.678.000 fcfa to 26.007.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
