ORGANIZATIONAL CONTEXT

WFP is in transition from unconditional food assistance to IDPs and host communities to a recovery of livelihoods through Food for Assets (FFA) schemes. The highly precarious conditions of IDPs in the existing resettlement and new ones are being called for immediate and timely multi-sectorial humanitarian interventions, including immediate livelihood assistance. It is in this context that WFP and its cooperating partners are implementing low-risk interventions that require low technology, and the use of simple, well-defined, and light work norms, to create or rehabilitate agricultural activities and community assets in the resettlement centers and host communities. The activities include the creation of agricultural and livestock production areas, improved access roads to relocation sites, the creation of small irrigation systems, improved access to water, etc. Currently, more than 45,000 people are being reached through these activities, and it is expected that another 15,000 people will be assisted from April 2022 onwards with a new Cash for Work project starting in Ancuabe and Metuge. Also, it is expected that the livelihood portfolio will continue to grow, so all these activities will require a senior national officer to lead the implementation in the long term, as most of the activities will be discussed and agreed upon with local governments (both at provincial and district level).

JOB PURPOSE

Lead to an efficient delivery of quality Livelihoods and Food for Assets (FFA) activities, guiding the work of cooperating partners in the areas of implementation.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree and/or experience in food security and livelihoods. Additional educational background and/or experience in agricultural, Rural Development, Rural Economy, veterinarian, and/or environmental sciences would be an asset

Experience: A minimum of 3 years of relevant post graduate experience with an increasing level of responsibility, of which a minimum of 5 years in the context of rural development, resilience-building programmes, livelihoods, agriculture and food value chain, and social protection, preferably in Mozambique..

Language: Full proficiency (C level) of spoken and written Portuguese and working knowledge (at least B level) of spoken and written English. Knowledge of local languages (Mwani, Makwa, Maconde, and others) will be an asset.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Area Office, and in coordination with the technical officers in the Country Office, the duties of the Programme Policy Officer - Resilience & Livelihood will be: Strategy and leadership (35%)

  • Lead the WFP Resilience Unit in Cabo Delgado, coordinating and providing technical support for the design of an overall integrated strategy for livelihoods and resilience-building interventions.
  • Lead the rapid start-up and implementation of project activities under the livelihoods and resilience strategy in collaboration with partners and government stakeholders, aiming at:
    • Improving the productive capital of most vulnerable households, and strengthening the capacity of local stakeholders in target areas, such as rural extensionists, etc.
    • Strengthening local markets integration and cooperation within the displaced population and host communities
    • Sustaining cooperating partners, affected communities, and technical services through training, sensitization, and awareness-raising
  • Work with other technical officers and programme units to oversee and coordinate participatory methodologies to build local capacity and design high-impact interventions based on the social and cultural context in target areas.
  • Lead the process of analysis and evaluation of livelihoods, resilience, and value chain in Cabo Delgado, with a focus on youth, gender, social and financial inclusion, protection, environment/climate change

Projects Implementation (50%)

  • Contribute to design and conducting the livelihoods components of food security and inter-sectoral assessments or standalone assessments as appropriate
  • Based on assessment findings and stakeholder consultations, coordinate with the programme team and lead the development of evidence-based livelihood tools and training materials.
  • In synergy with the other activities implemented by WFP in the northern provinces, provide technical oversight for the design, development, and implementation of all livelihoods and resilience-building activities in collaboration with cooperating partners and government technical services at the provincial and district levels, to maintain a quality and consistent approach across all target areas and field interventions
  • In cooperation with M&E, VAM, and Programme officers, develop context-specific indicators for livelihoods; measure outcomes; collect and analyze data.
  • Spearhead innovative community implementation strategies
  • Support with project reporting, ensuring that updates and progress on related indicators and successes are included in donor reports, project briefs, advocacy papers, etc.
  • Contribute to mobilizing resources for the livelihoods and resilience activities of the Area Office, by clearly identifying needs, priorities, operational constraints, and the added value of WFP in the sector.

Coordination & Capacity Building (15%)

  • Coordinate with humanitarian and development stakeholders (UN, I/NGOs) active in the implementation of rural and urban livelihoods projects within the existing governmental and non-governmental frameworks (HRP, ERDIN, PRCD, etc).
  • Represent WFP when required to external stakeholders, such as clusters and technical working groups, donor meetings, governments fora, etc.
  • Build capacity of project and cooperating partner staff in livelihoods and resilience-building principles.
  • Develop innovative approaches and tools, and facilitate their systematic capitalization and knowledge management to strengthen implementation of activities, operational efficiency, dissemination of learnings, and evidence-based best practices related to resilience

KNOWLEDGE & SKILLS FOR ROLE

  • Experience in designing emergency livelihood projects and carrying out community-based consultations.
  • Experience in coordination of activities with government authorities, local stakeholders, CBOs and rural associations, humanitarian and development organizations, and the private sector.
  • High level of familiarity with the purpose and modalities of FFA in general, and more specifically within the Cabo Delgado context.
  • Professional experience in supervision of activities, capacity building, and training of technical personnel, cooperating partners, and technical services.
  • Experience in political dialogue and advocacy.
  • Strong analytical skills, and capacity to produce high-quality reports and analyses.
  • Experience with livelihoods projects and value chain activities, with a special focus on gender, nutrition, social and behavior change will be an asset.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in multi-cultural environments
  • Demonstrated problem-solving skills, collaboration experience, creativity, and willingness to innovate.

Applying Programme & Policy Standards Leverages livelihoods knowledge to provide technical advice to design and implement FFA activities following international and WFP agency standards and guidance.
