Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking a qualified individual for the position of Programme Policy Officer (Resilience, Livelihoods & Climate Change Adaptation) - PPO (RLCCA) SC8 to be based in Moroto. The selected candidate will be employed on Service Contract.
ORGANIZATIONAL CONTEXT
The UN World Food Programme (WFP) is the United Nations frontline agency in the fight against hunger. It is the largest and longest serving humanitarian agency in Uganda.
Karamoja sub-region where WFP has presence since 1964 is the poorest region in Uganda with over 80% population living under the poverty line. The region is prone to increasingly frequent and severe natural disasters, especially droughts, pests and diseases (humans, crops, and livestock) in part because of climate change.
WFP interventions in Karamoja involve working closely with the nine District Local Governments (DLGs) in joint design and programming, evidence gathering, knowledge sharing, strengthening sub-national capacities as well as well establishing partnerships with other development partners.
WFP focus in Karamoja is in the following areas: Nutrition activities to treat malnutrition and reduce stunting through nutrition specific and nutrition-sensitive programmes. Building resilience to shocks and climate change in anticipation of increased food insecurity and limited livelihood opportunities. Ensuring school children receive nutritious meals to meet their basic food and nutrition needs and including increasing enrolment and attendance. Working with the government and partners to reduce crop losses, improve household food security and increase a marketable surplus. Deploying targeted relief assistance to crises-affected populations or households as informed by food security and nutrition assessments. Strengthening government’s shock-responsive systems to improve food security and nutrition in Karamoja.
WFP programmes in Karamoja use food to build assets, spread knowledge and nurture stronger, more dynamic communities that are food secure.
On average, WFP aims to bring food assistance to more than 1 million people in Karamoja sub region
JOB PURPOSE
The Programme Policy Officer (RLCCA) – PPO (RLCCA) is expected to design and facilitate implementation of multi-sectoral, integrated resilience, livelihoods, and climate change adaptation (RLCCA) programme in Karamoja using District Local Government (DLG) and community capacity and systems strengthening approach. The PPO (RLCCA) will coordinate RLCCA activities, support the roll-out and utilisation of Three-Pronged Approach (3PA) to strengthen the design, planning and implementation of programmes in resilience building, productive safety nets, disaster-risk reduction, and preparedness. RLCCA programme will be based on community/participatory planning tools, technical and strategic work on livelihood assets creation and synergies with other WFP Karamoja programme activities and those implemented by DLGs and other development partners.
KEY ACCOUNTABILITIES (not all-inclusive)
Programme Implementation
- Design and implement a set of integrated RLCCA interventions in pastoral and agro-pastoral areas of Karamoja that will bring the most benefit and impact to the people in need.
- Facilitate implementation of RLCCA focused on activities related to natural resource management, public works, disaster risk management, livelihood building (agriculture and pastoralism), and market strengthening.
- Support the management of partnerships on climate change adaptation and resilience building, liaising closely with District Local Government (DLG) counterparts, cooperating partners, financial service providers, and other stakeholders on all technical aspects related to RLCCA.
- Prepare RLCCA activity work plans, budgets and ensure effective management of allocated resources.
- Produce regular updates on the implementation and financial situation of RLCCA activities.
- Build and maintain effective synergies/integration between RLCCA and other WFP Karamoja programme activities i.e. Crisis Response, School Based Programmes, Nutrition, Agriculture Market Support (AMS) and Strengthening of Shock Responsive Systems (Pro-ACT) including Capacity and Systems Strengthening, Analysis, Monitoring, Evaluation, Learning & Analysis (AMEL) and Communications for Development (C4D).
KEY ACCOUNTABILITIES 2
Provide technical advice on RLCCA programming and the integration with Crisis Response, School Based Programmes, Nutrition, Agriculture Market Support (AMS) and Pro-ACT, and synergies with DLG and other development partner partner interventions.
Ensure robust monitoring and descriptive of progress in the use of programming tools (i.e 3PA, Seasonal Livelihood Programming, Food & Cash Assistance for Assets, Early Warning, and Anticipatory Action) and partnership efforts, particularly with the DLGs, FAO and other development partners.
- Develop proposals for funding and promote support to initiatives that strengthen gender transformative programming and food systems approaches in RLCCA interventions.
Learning and Organisational Change
- Organize practice-oriented technical trainings on dryland management, water harvesting, natural resource management, livelihood building, agriculture, livestock management, and market-strengthening to enhance the capacity of WFP staff, DLGs, and cooperating partners to design and deliver effective livelihood and resilience programmes.
- Champion respect for and use of complaints & feedback data, contextual analysis and gender analysis to improve RLCCA programme design and delivery.
KEY ACCOUNTABILITIES 3
- Facilitate greater sharing and use of gender-sensitive monitoring data, feedback and lessons learned across in the RLCCA programme portfolio and ensure that interventions are responsive to the needs of the people that WFP serves and are informed by sound understanding of Karamoja context.
- Ensure consistency of indicators across RLCCA programme activities with the goal of supporting improvements of systems and procedures that measure performance and achievements towards outcomes and impact.
Innovation, Knowledge Management and Capacity Strengthening
- Implement RLCCA innovative practices, approaches that are appropriate for Karamoja sub-region context.
- Engage in evidence generation and research iniatives that may contribute to improved evidence in WFP RLCCA programme interventions in Karamoja.
- Provide support to institutionalise and share best practices and knowledge learned for RLCCA products and services with internal and external stakeholders to strengthen capacity of WFP and cooperating partner staff, communities, DLGs etc. in evidence-based programming.
- Plan and facilitate RLCCA capacity strengthening activities for programme teams and partners to enhance quality programming.
STANDARD MINIMUM QUALIFICATIONS
Education:
University degree qualification from a recognised university (certified by the United Nations Educational, Scientific and Cultural Organization - UNESCO) in Uganda in one of the following fields: Agriculture & Food Systems, Disaster Risk Reduction and Climate Change Management, Livestock, Rural Development, Environment and Natural Resource Management, Watershed Management, Food Transformation or another relevant technical field.
Experience:
Demonstrated understanding on resilience and livelihoods development activities. Ability to integrate different components of resources management in line with community development and livelihood resiliency development.
Ability to understand the links between sustainable development, community development, social and gender issues. Some experience with experience with project development and results-based management methodologies.
Excellent analytical, writing, advocacy, presentation, and communications skills. Some experience in programme design, monitoring and evaluation is an asset.
Language:
Fluency in written and oral English language. Ability to communicate in basic Ngakarimojong, Lebthur and/or Swahili languages will be an added advantage.
