BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In the Gambia climate change multiplies existing threats to food security, hunger and malnutrition. It makes natural disasters more frequent and intense, land and water scarce and difficult to access and increases in agricultural productivity even harder to achieve. It disproportionally impacts the most vulnerable people, the majority of whom live in fragile areas prone to climate hazards, ultimately putting hundreds of thousands of people at risk. WFP approaches the challenge of climate change from the point of view of its impact on hunger and under nutrition. WFP’s work on climate change and climate risk management focuses on enhancing the resilience of food insecure communities, helping them adapt to more frequent and intense climatic events.

As part of these activities, WFP provides early recovery, resilience-building, adaptation to climate change and livelihoods support to victims of conflict and natural disaster. Activities range from technical assistance to conditional cash-based transfers for assets creation (FFA), and access to markets for rural communities. WFP is also working on capacity strengthening of smallholder farmers with a strong focus on support to rural women and youth.

Within this framework, WFP country office is seeking ad hoc support, through a consultant as When Actually Employed (WAE) to fill some key gaps and address some central priorities over the coming months.

PURPOSE OF THE ASSIGNMENT

The Consultant will provide support to policy and programme activities that effectively meet food assistance needs, in order to strengthen resilience and recovery of livelihoods in rural areas.

The Consultant will contribute to the growing climate resilience needs, providing effective oversight and leadership for planning, coordination, implementation, integration and monitoring, reporting and learning for the resilience programmes as well as support integration of the climate resilience components into the overall integrated risk management approach. The Consultant will support with the engagement and coordination across various stakeholder groups including government ministries, partners, and internal WFP units. The Consultant will also support design and operationalization of the resilience activities under all related grants, working with the country office, Regional Bureau, HQ and field office teams as well government counterparts in the relevant ministries, UN agencies, NGO partners and the relevant private sector organizations if need be.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Head of programme, he/she will ensure the following tasks:

  1. Training of CO staff on the integrated resilience approach and main implications on FFA design and implementation (This training should in principle take place remotely while one field visit of approximately 5 – 10 days shall be conducted)

  2. Review of the M&E framework for the resilience approach and alignment of all donor reporting requirements and the information captured in COMET, etc.

  3. Development, in support of the RAM unit, of a detailed analytical mapping of the priority resilience districts and the potential and priorities for livelihood and nutrition sensitive value chain development and all social economic infrastructures and strategies for extension.

  4. Support the development of the value chain and support to small holder farmer strategy and any other strategy document development (integrated resilience programming, nexus and others as needed);

  5. Support and technical advice on engineering works (review of proposals, technical manuals, etc.);

  6. Support the coordination of key joint resilience programme by ensuring the preparation of the meeting (including basis documentation: update of workplans, consolidation of analysis and planning documents, etc.), minutes of the meetings and follow up of actions with colleagues

  7. Quality review and oversight of the FLA (i.e. budget analysis, structure, alignment of budget and results, alignment of results and context analysis and community planning)

QUALIFICATIONS & EXPERIENCE REQUIRED:

Qualifications & Experience required:

  • A university degree in climate change adaptation, environmental studies, agriculture and food security or related area.
  • Do you have 3-5 years of relevant post graduate professional experience on climate funding and in supporting policy coherence and capacity development, especially in relation to adaptive social protection?

  • Experience working in programme management, with progressive responsibilities and coordination of a portfolio and multi-disciplinary team.

  • Has engaged in policy discussions and provided input into policy decisions in relation to resilience building, adaptive social protection, rural development and other related fields.

  • Experience on climate funding and in supporting policy coherence and capacity development, especially in relation to adaptive social protection.

  • Experience with other UN agencies and other donor/technical partners and on UN Reform and coherence

Capabilities : • Standard Corporate capabilities apply.

Language:

  • Working knowledge (proficiency level C) of English
