JOB PURPOSE

In Angola, WFP is working with the Government and a broad range of partners towards the achievement of Sustainable Development Goals (SDG) 2 (Zero Hunger) and 17 (Partnerships for the Goals) to ensure that national institutions in Angola have strengthened capacity to implement programmes to advance food security and nutrition. WFP provides technical assistance and services to the Government and partners on nutrition, school feeding, vulnerability analysis and mapping, emergency preparedness and response.

Support to smallholder farmers is another potential area for cooperation with the Government and relevant partners (IFAD, World Bank).

KEY ACCOUNTABILITIES (not all-inclusive)

Under these Terms of Reference, the consultant will be based in Luanda and will work in close collaboration with the Angola Country Office in Luanda in order to:

  • Gather and analyze information on agriculture sector and smallholder farmers’ productivity (incl. yields; farming practices; availability of agricultural services; access to inputs; access to markets etc.), identifying constraints and potential support needs (inputs; trainings; storage; linkage to markets; enhancing product quality, etc.).
  • Review the existing landscape in terms of market development and available structures and identify opportunities for improving access to markets for smallholder farmers – especially women (presence and capacity of farmers associations; commodity exchanges; other marketing mechanisms).
  • Identify potential for support to smallholder farmers, analysing options for different crops or value chains, and options for expanding market access including, but not limited to, feasibility of WFP purchasing locally produced crops for locally-implemented food assistance programmes, and feasibility of expanding smallholder access to commercial markets).
  • Identify support mechanisms for female smallholder farmers, including targeted capacity building and labour saving technology that contributes towards women’s empowerment and gender equality.
  • Explore feasibility of linkages with food processing, like maize meal fortification for added value chain as well as increased impact on nutrition.
  • Analyze the policy environment and its conduciveness.
  • Make recommendations on WFP’s options for engagement in initiative to support of smallholder farmers and potential partnerships, including with Government of Angola, traditional donors as well as International Financial Institutions (IFIs)
  • Disseminate results to stakeholders.
  • Identify linkage with WFP’s ongoing activities in country

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree with experience and training/courses in one or more of the following disciplines: Agriculture, Food sciences, Agribusiness, Economics, International Development.

EXPERIENCE: Minimum of 3 to 5 years post graduate, progressively responsible, job related experience in food security and agriculture related programmes.

Previous experience in developing similar programmes with WFP considered as an asset.

KNOWLEDGE AND SKILLS

Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook) Excellent writing and communication skills, team player, good analytical skills, ability to develop and maintain effective working relationships in an intercultural environment.

Languages:

Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of Portuguese.
