- Demonstrated, progressively responsible work experience on designing and implementing resilience and/or climate change adaptation interventions at national or community levels.
- Experience in project management and project cycle (including assessments, design, implementation, M&E, budget, staffing and partnerships).
- Experience with programmes in the food security, agricultural and/or rural sector is desirable.
- Advanced knowledge of both English and French (proficiency/level C) is required.
- Strong analytical, reporting and writing abilities, to synthesize and produce a range of well-communicated information products from reports to proposals, best practices, advocacy documents etc.
- Knowledge of how climate change impacts people’s food security and nutrition, and a good understanding of the possible climate change adaptation interventions to address these challenges.
- Ability to work under pressure and stressful situations.
- Proficient in Windows, MS Office (Word, Excel, PowerPoint, Outlook).
- Curiosity and willingness to learn, including proactively researching different climate innovation areas to deepen one’s knowledge in their design and implementation.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The WFP Country Office in Brazzaville is currently hiring an expert to pprovide oversight, management, and support to the Country Office’s resilience and climate change project activities.
The Republic of Congo Country Strategic Plan (CSP) 2019-2024 approved by the WFP Executive Board in its first session of 2019 became effective on 25 February 2019. It aims to contribute to four Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 5 Activities are planned to be implemented to achieve the contributions to the four Strategic Outcomes.
The Strategic Outcome (SO) 1 of the CSP emphasizes that food insecure people affected by shocks have access to adequate food all year. The activities under this SO are focused on assisting vulnerable people, including refugees, internally displaced persons, returnees, and indigenous people, affected by conflict, natural disasters or other shocks and stresses such as epidemics or climate shocks. Beneficiaries will be targeted based on their vulnerability as assessed through gender analyses; the specific nutrition needs and priorities of women, men, girls and boys will be addressed through nutrition-specific and -sensitive assistance.
The relevant activity (1) refers to provide unconditional and/or conditional food and nutrition assistance to people affected by shocks. Each year, 75,000 crisis-affected vulnerable people in Pool, Bouenza and Likouala Departments receive unconditional or conditional food or cash-based assistance that meets their immediate needs and contributes to early recovery, thereby building and reinforcing social cohesion in these fragile areas. WFP is progressively incorporating locally sourced commodities in its food rations, thus creating linkages to strategic outcome 3. The selection of the transfer modality – cash-based transfers (CBTs) or food – is based on analyses of efficiency, effectiveness and equity and informed by assessments of markets, supply chains and gender dynamics in the areas of intervention. To support the early recovery of targeted people in areas affected by armed conflict or natural disaster, WFP is implementing food assistance for assets activities aimed at rehabilitating food production chains and supporting the transition to resilience building (strategic outcome 3). Nutrition-specific and -sensitive interventions will address the nutrition needs of vulnerable women, men, girls and boys. Supplementary nutritious foods will be distributed monthly for treating and prevention of moderate acute malnutrition among children aged 6–59 months and pregnant and lactating women and girls in targeted communities.
The Strategic Outcome (SO) 3 of the CSP emphasizes that targeted smallholder farmers and communities’ benefit from productive and sustainable livelihoods that support nutrition value chains. Activities under this strategic outcome 3 will support smallholders’ farmers in moving up the value chain, and communities in adapting to climate change and managing climate and weather-related shocks and stresses.
The relevant activity (4) refers to provide smallholder farmers with analytical and technical support and equipment aimed at encouraging market-oriented and climate-resilient production and livelihoods. The targeted smallholders, across five departments (Bouenza, Pool, Plateaux, Sangha and Likouala) that are currently unable to generate surpluses in production because of physical and economic isolation and the effects of climate change.
The various activities relating to Resilience, Livelihoods, and climate change effects are integrated, amongst others, in the Adaptation Fund and Pro – Manioc Projects as well as a wide range of initiatives linked to the South South and Triangular Cooperation (SSTC).
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall guidance of the Deputy Country Director/Head of Programme, the Consultant will be based in the WFP's Country Office in Brazzaville, Republic of Congo, working within the Programme team but in a cross-cutting function that intersects with different technical teams (i.e., M&E, Procurement, Admin & Finance). The Consultant will take a leadership role in advising on, managing, and supporting climate change adaptation and resilience activities, including:
- Supervise the Activity 4 team
- Ensure planning, implementation and management of climate change and resilience project activities
- Oversee coordination with government and partners to ensure effective collaboration and monitoring ongoing projects.
- Contribute to the preparation of accurate and timely reporting on programmes and activities, and/or provide inputs in proposal development and donor reporting.
- Support the identification, development, and management of potential partnerships for new financial opportunities.
- Support liaisons with government agencies, UN agencies, international financial institutions, and non-governmental organizations to ensure synergies with WFP’s climate and resilience work.
- Support the capacity building of WFP staff, partners and national counterparts.
- Provide technical guidance, training, support and advice to all country and field office staff responsible for the implementation of WFP climate and resilience projects.
- Liaise with WFP HQ to share project updates.
- Document and share best practices to support the advocacy of climate action and the replication and scale of successful climate interventions.
When requested:
- Providing climate-related advice and inputs into the Country Strategic Plan (CSP) and government policy/programme activities.
- Determining and overseeing any initial analysis needs that will feed into climate and resilience programme design, including undertaking needs assessments for populations impacted by climate shocks/stressors, as well as institutional mapping and capacity assessments for organizations involved in climate risk management and adaptation.
- Leading the design of climate change adaptation and/or resilience interventions with a clear rationale that addresses food security, nutrition and vulnerable population concerns, identifying tangible synergies with existing programme activities that the Office and/or partners are implementing.
- Establishing guidance, tools and approaches that support WFP programme and other country staff, partners (including government, NGOs etc) and/or communities in the implementation of activities.
- Ensuring a strong evidence-based approach is embedded into any climate-related programme design and implementation. This includes having a clear theory of change for the activities being undertaken, indicators for measurement, and putting in place an appropriate monitoring and evaluation (M&E) plan and data collection tools.
DELIVERABLES AT THE END OF THE CONTRACT:
- Specific climate activities have been designed and implemented -considering national policy and contextual parameters, analyses and assessments, WFP programme activities and CSP priorities-, with well-established processes, tools and approaches, partnerships and capacity strengthening efforts.
- Evidence of programme success, best practices and lessons have been generated through a well-established M&E system and reporting and are well-documented to assist in advocacy, replication and scale-up of initiatives.
- A clear plan for handover to public/private sector stakeholders has been defined to ensure long-term sustainability and scalability, where relevant.
QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience:
