ORGANIZATIONAL CONTEXT

THE ROLE

The job holder will work under the supervision of the RLU HoU to provide support to programme activities and operations that effectively build resilience in contexts affected by recurrent food insecurity. Specifically, the job holder will support RLU in all efforts related to programme management and tracking, partnerships development, reporting, and building a robust research and evidence base for planning, learning and strategic engagement.

KEY ACCOUNTABILITIES (not all-inclusive)

You will have the following responsibilities:

  • Contribute towards the development of a resilience projects, response plans and operational processes, ensuring alignment with wider programme policies and guidance.
  • Provide programme management support to all integrated resilience programming, with main focus on the G5 Sahel resilience scale-up.
  • Serve as focal point for RB RAM on all matters related to the resilience measurement framework to create a robust evidence base on resilience programmes in the Sahel.
  • In close coordination with RB RAM, HQ and CO units, advance the research agenda on resilience programmes in the Sahel by identifying research opportunities, including needs and partners, providing guidance on research endeavors/study set-ups, and accompanying research implementation.
  • Support the Impact Evaluation on resilience programmes conducted by WFP’s Office of Evaluation in partnership with the World Bank’s DIME in Mali and Niger, and monitor potential impacts on programme objectives.
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained and, in close collaboration with COs, oversee accurate and timely reporting on programmes and activities to meet specific reporting requirements of donors (e.g. annual and semi-annual reports for BMZ, overall multi-donor reports, etc.).

  • Research and analyze a range of policy and operational issues to inform the development of programmes and activities, including on building resilience in conflict-prone settings and strengthening social cohesion.

  • Produce and contribute to good practice documentation and liaise with internal and external stakeholders to encourage dissemination, sharing and learning across countries, programmes and partners; provide support and guidance to COs in related efforts.
  • Prepare briefings, talking points or presentations to support donor engagement and inform decision-making and planning of WFP management.
  • Support RBD RLU and COs in developing project/programme proposals for resilience programmes based on programmatic criteria and lessons learned.
  • Support the identification, development and management of potential partnerships (e.g. technical collaboration with GIZ, enhanced partnership with UNICEF, etc.) for collaborative working leading to improved resilience-building packages.
  • Support planning and management of RLU budget.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Other duties as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • Master’s degree in one or more of the following disciplines: International Politics, Conflict & Peacebuilding, International Relations or rural development.

    Experience:

  • 3-5 years of relevant work experience in International Development, Social Sciences, Partnerships.

    • Prior experience with WFP an asset.
    • Prior experience in West Africa an asset.
    • Prior experience with resilience programming an asset.
    • Prior team management experience.

    Languages:

  • English fluent (level C) and French working language (Level B minimum).

MORE ABOUT YOU

You have:

  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook) and experience in using geographic information systems is required.
  • Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
  • Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

TERMS AND CONDITIONS

  • This is an International Professional position (rotational) and is open to all nationalities.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is classified as "rotational" which means the incumbent shall be subject to the regular reassignment process. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Dakar, Senegal to take up this assignment.
