ORGANIZATIONAL CONTEXT:

WFP in the Democratic Republic of Congo, in line with its CSP 2021-2024, is implementing a multi-year resilience programme in different provinces of the country. Resilience building activities have been scaled up since 2020, with funds from Germany, Sweden, Canada, Norway, and Italy.

JOB PURPOSE:

WFP, jointly with FAO and UNICEF, is scaling up an innovative model of community resilience in the North Kivu and South Kivu provinces of the Democratic Republic of Congo. The programme, “Strengthening socio-economic resilience of smallholder farmers and vulnerable populations to support peace and stabilization in the Democratic Republic of Congo (DRC)”, funded by BMZ, will be implemented in 3 territories and 6 health zones through the end of 2023.The three United Nations agencies are enhancing their capacity to coordinate resilience programme among geographical areas with a dedicated technical staff to be based in Goma under the administrative supervision of the Global Coordinator. The technical oversight will be ensured by the concerned staff of the three agencies in Goma in close coordination with the respective technical units in Kinshasa, Bukavu and Goma. While administratively' under WFP's supervision, the candidate will serve the interests of the three UN agencies.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the direct supervision of the Global Coordinator of the Joint FAO, WFP, and UNICEF resilience programme, the International Consultant will have the following responsibilities: COORDINATION • Participate in regular coordination meetings with all parties involved, including cooperating partners and government services, and draft notes for the record to reflect information shared, discussions on bottlenecks and proposed solutions with respect to the operations in the 6 health zones/territories covered by the joint resilience project. • Foster relations among FAO, WFP and UNICEF teams and other parties involved at local level as to establish an environment conducive to information sharing. • Together with the Global Coordinator, participate in the M&E Task Force meetings to keep abreast of the M&E activities under the joint project, which encompasses the tracking and reporting of project indicators, and supporting the Impact Evaluation. • Support the capacity of FAO - WFP – UNICEF staff and the Project’s implementing partners to effectively manage operational information and performance reporting. • Organizing and participating to field visit and feed back to different focal points, when requested. REPORTING AND COMMUNCATION • Assist the Global Coordinator to consolidate and develop simple but comprehensive/informative reports pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used for donor reports (ln both French and English). • Ensure the visibility of the joint resilience programme at provincial and national levels through the production of regular bulletins, newsletters, tweets, short documentaries, public service announcements, etc., (For internal and external audiences). • Facilitate the implementation of the joint project communication, advocacy and visibility plan in close collaboration with technical units (M&E, communication, & steering committees on resilience). • Collaborate with counterparts from other UN agencies and Non-Governmental Organizations (NGOs) to identify and report on activities which complement the objectives of the joint resilience project. • Ensure all communications with donors are channeled through the agencies' country offices. Ensure the same information sharing line for North and South Kivu provincial teams.

QUALIFICATIONS & EXPERIENCE REQUIRED :

Education :

• Advanced university degree or first level university degree with additional relevant work experience in communication, international development or related fields;

Experience :

At least three years of relevant working experience in international development, coordination, donor aid programmes or other related fields.

Knowledge & Skills:

• Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook); • Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.

Languages:

Fluency (level C) in both French and English language.

SUPERVISION

The Evaluation Managers will be directly supervised by the heads of VAM/M&E in Goma/Kalemie, working closely with relevant programme colleagues. S/he will work very closely with WFP’s Regional Evaluation Officer and HQ OEV colleagues.
