JOB PURPOSE

To manage the Project Management Unit of the stunting prevention programme in collaboration with BISP and Provincial Departments of Health in the CSP 2018-2022. This will include providing technical advice and guidance to government on implementation of the agreed stunting prevention programme across the country in coordination with all the relevant stakeholders.

The position is based in the Project Management Unit at WFP/BIPS, Islamabad, jointly repoting to the to the Project Manager of the Ehsaas Nashonuma Stunting prevention project and to the Director General, BISP..

KEY ACCOUNTABILITIES (not all-inclusive)

• Provide operational leadership to the Project Management Unit (PMU)on the Ehsaas Nashonuma stunting prevention programme including, its execution in the targeted areas, expansion, assessment and lesson learned and knowledge sharing for smooth implementation.
• Coordinate the work of the PMU, all project staff, consultants and the DOH,
• Effectively manage and supervise PMU staff working under direct supervision by delegating clear responsibilities and closely monitoring the performance and achievements; determine staff development needs and coordinate with management and HR for appropriate trainings and capacity building of the supervisees.
• Identify gaps and advise on staffing, resources and training wherever required for the successful implementation and upscale of the Ehsaas Nashonuma Stunting Prevention.
• Provide timely support to develop coherence and strategic alignment with BSIP, WFP, Health Department, banks and other parties engaged in effective implementation and better coordination of the project.
• Support in the development of systems and capacities for maintaining and enforcing the practices and standards established for the Ehsaas Nashonuma stunting prevention program, with the intention that these may then be used to expand and upscale the project.
• To help identify and address programmatic issues affecting the implementation of Ehsaas Nashonuma that cut across several units i.e. M&E, IT, nutrition, social protection and Supply Chain.
• Build relationships and collaborate with counterparts in key operations functions to establish standard operating procedures
• To support establishment of a risk management plan for successful implementation; advise on the effective application of that plan utilizing existing systems and / or help develop appropriate systems to monitor and implement that plan.
• Plan on required adjustments of project caseloads to adjust/align the production of LNS with project utilization, in consultation with project coordinator, WFP nutrition focal point
• Oversee and ensure timely implementation of activities and submission of reports as may be required and disseminate project reports to the relevant stakeholders.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Management, preferably but not essentially, with a Public Health, Nutrition, Medicine or Development/Social Sciences focus, with additional years of related work experience and/or trainings/courses.

Experience:

More than four (4) years of experience working across the development sector in management roles including the following:

• Experience working within governments / UN / INGO’s / NGO’s on implementing large scale programmes (preferably nutrition specific or sensitive, but not essential)
• Experience in coordinating large scale implementation programmes
• Experience in leading and managing programmes and projects in multiple locations;
• Experience in strategic planning at country level with engagement in policy discussions and providing inputs into policy decisions including working with the government to develop national strategies
• Experience in building strategic partnerships with multiple governments and national capacity building to raise awareness on project related issues;
• Experience in designing programs or approaches including preparing complete proposals and reviewing plans & budgets and reports for management;
• Experience in designing new innovative models and implementing them in the country context;
• Experience presenting findings / global evidence to governments to build country specific plans/programmes (preferably nutrition specific or sensitive, but not essential)
• Experience representing agency at global forums and / or presented at national forums / venues;
• Experience of travelling with in the country and developing working relations with provincial governments

Language: Excellent oral and written English and Urdu.
