BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme Regional Bureau for Western Africa (RBD) is looking for a Programme & Policy Officer to support the Regional Bureauā€™s country strategic planning in support of the 2030 Agenda, the application of United Nations reform processes and the development of related corporate guidance.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Regional Programme Cycle Advisor, the Programme & Policy Officer will ensure that timely, quality support is provided to Country Offices in their countryā€™s strategic planning processes and other relevant corporate strategies.

Specifically, the Programme & Policy Officer will perform the following functions:

  1. Contribute towards the development of a wide variety of projects, plans, and processes, ensuring alignment with wider programme policies and guidance on UN Reform and Second-Generation Country Strategic Plans (2G CSP) processes.
  2. Support the 2G CSP processes, by providing Country Offices strategic and technical guidance and support, engaging with RB thematic units on key design issues, ensuring quality control, and providing programmatic assistance in CSP formulation, drafting, and review.
  3. Provide support to Country Offices in their engagement with country stakeholders before, during and after UNSDCF design (former UNDAF) and in aligning their current strategic planning cycles with the UNSDCF through budget revisions.
  4. Support the Regional Bureauā€™s programme cycle oversight function, including by ensuring that budget revisions are reviewed and submitted for approval in a timely manner and meeting standards for quality;
  5. Provide inputs and contribute to the development of WFP guidance documents (strategic, technical, policy, operational, programmatic etc.) in line with corporate standards/ requirements and the UN reforms;
  6. Perform other related duties as required.

Education: Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political sciences, economics, agriculture, international relations, social sciences, development studies or a field relevant to international development assistance.

Experience: At least 3 years post graduate international and national experience in strategic planning, knowledge management, programme and policy development, etc. Work experience in the West and Central Africa regional context is an asset.

Knowledge & Skills: Ability to translate understanding of programme principles into relevant, effective, and context specific approaches; Familiarity with WFPā€™s mandate, Country Strategic Planning process, programme implementation, monitoring, and evaluation is desirable; Ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities; General knowledge of UN system policies, rules, regulations and procedures.

Languages: Proficiency/level C of English and French.
