ORGANIZATIONAL CONTEXT

The World Food Programme Regional Bureau for Latin America and the Caribbean is looking for a National Officer to support the organization’s country strategic planning in support of 2030 Agenda, the application of United Nations reform processes and the development of related corporate guidance.

The Programme Cycle Management and Reports Team in the Programme Unit in Panama is responsible for guiding Country Offices through the roll-out of second generation Country Strategic Plans (CSPs) that are compliant with the requirements of UN reform. The team carries out core functions related to the socialization of corporate guidance and provision of direct support to Country Offices in designing quality CSPs, including facilitating formulation workshops and accompanying them through the internal and external review and approval process.

JOB PURPOSE

Under the direct supervision of the Head of Programme Cycle and Reports Team, the National Officer is expected to provide timely, quality support to Country Offices in their country strategic planning.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration

  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

  • Support country level programmatic engagement in the development of their country strategic plan, ensuring alignment to the Corporate Result Framework.
  • Assist in the coordination of the budget revisions in close cooperation with the Regional Bureau units and Country Offices.
  • Guide the country offices in addressing Executive Board Member State comments for the country strategic plans.
  • Provide the country offices with adequate timelines, guidance and templates
  • Support country offices in the preparation of their COMPs (Country Operations Management Plans)
  • Any other task as required, including joining the efforts of the reporting team when the Annual Country Reports need to be prepared (February-March), and any other ad-hoc reporting support.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political sciences, economics, agriculture, international affairs, social sciences, development studies or a field relevant to international development or humanitarian assistance.

Experience: At least 1 year of relevant progressively responsible national experience in the fields of goal oriented/strategic planning, organizational change management, inter-agency coordination, programme re-orientation, policy development, etc. Specific experience in strategy formulation, programme management and project planning in a large multicultural institution in the field or headquarters, as well as international experience is an asset.

Languages: Fluency in English and Spanish is required. Knowledge of French (desirable).

KNOWLEDGE AND SKILLS

  • Ability to translate understanding of programme principles into relevant, effective, and context specific approaches
  • Ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities
  • General knowledge of UN system policies, rules, regulations and procedures; Strong writing, analytical and research skills
  • Good interpersonal skills, teamwork spirit and ability to work in multicultural settings

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Previous work experience with the United Nations or in development cooperation is an asset.
