ORGANIZATIONAL CONTEXT

In 2020, WFP and the Government of Armenia launched the transformative element of School Feeding which positions schools as centers of lifelong learning that benefits not just for school children, but also their parents and communities. This widened scope of school feeding includes three major components: i) Schools equipped with infrastructure so that they are self-reliant: in addition to renovating and equipping kitchens and canteens, targeted schools will receive additional infrastructure such as solar panels and greenhouses - this will enable children and communities to access nutritionally diversified food all year round. ii) Activities on healthy lifestyle and nutrition campaigns for children’s’ parents and for the benefit of the whole community; iii) Technical and vocational trainings will be conducted to upgrade the skillsets of future workforce – covering areas from cooking to greenhouse management, which will further enable them to access jobs in the future. To further sustain the national school feeding better tailor efforts for a smooth handover, WFP is continuing technical support to the Government and ‘‘will also work to develop a more sustainable and innovative home-grown model that is more nutritious and benefits vulnerable communities’’. Handover of programme implementation began in 2017 in 3 provinces with one province being handed over to the national financing every year. It is expected that the programme will be fully nationalized in 2022. The Expert/Consultant will lead, in consultation with key stakeholders and technical partners, WFP support to the Government of Armenia in the finalization of the draft of the new National School Feeding Strategy at strategic, technical, and organizational levels. Specifically, the Senior Expert/Consultant will work together with the Ministry of Education, Science, Culture and Sports and the School Feeding Child Welfare Agency to revise and finalized the draft of the new strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Consult Draft Zero of the strategy with the Ministry of Education, Science, Culture and Sports, Ministry of Economy, Ministry of Labour and Social Issues, Ministry of Finance, Ministry of Environment, Ministry of Territorial Administration, Ministry of Health, Ministry of Emergency, School Feeding Child Welfare

2. Consult Draft Zero of the strategy with the Ministry of Education, Science, Culture and Sports, Ministry of Economy, Ministry of Labour and Social Issues, Ministry of Finance, Ministry of Environment, Ministry of Territorial Administration, Ministry of Health, Ministry of Emergency, School Feeding Child Welfare Agency;

3. Revise Draft Zero based on the comments by the above stakeholders

4. Facilitate a stakeholders and partners meetings to discuss draft version 1 with key stakeholders

5. Finalize the strategy based on final consultations and public hearings

6. Present the final draft (version 2) of the strategy and the action plan to the Government and key stakeholders and integrate their feedback into the final draft for endorsement of the Government.

7. Propose options for ownership and governance mechanisms of the strategy and its implementation plan to the Government.

8. Other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: An advanced university degree in economics, social or political sciences, development studies, public administration or related field. Knowledge and understanding of school feeding.

Experience: Minimum of 15 years’ experience in working in school-based nutrition and feeding programmes agriculture and food security. Strong program design skills, including capacity to prepare logical, coherent, and consistent documents. Prior demonstrated experience developing strategic frameworks for governments, in particular, those focusing on school feeding and nutrition.

Knowledge & Skills: Ability to work efficiently and effectively with various stakeholders. Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors. Flexibility to adapt to any subsequent changes in the terms of reference. Working relationships with relevant ministries and agencies working in relevant sector

Languages: Excellent command of English is required. Knowledge of Russian would be desirable.
