STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency in Arabic & (level C) in English language.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the Head of Programme Unit in the maintenance of good working relationships with Cooperating Partners and management of resource pipeline
  2. Support the Head of Program Unit in the implementation of programmes and activities in North Darfur state
  3. Sustain liaison with key government entities and NGOs engaged in the field of food security
  4. Actively support preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and scope of programmes
  5. Assist the CPs in identifying fields of development where cash/food assistance can be usefully employed and give assistance in planning, formulating and targeting recipients for new requests for WFP assistance
  6. Maintain continuing liaison with bilateral donors, with UN agencies and with NGOs providing technical and other forms of assistance to WFP assisted projects
  7. Assist the CPs on the maintenance of all records, accounts and books as stipulated in the Field Level Agreements (FLA) and ensure that reports required for WFP are accurate and provided as scheduled
  8. Ensure compliance with WFP policies, criteria and procedures with respect to Food/Cash assistance
  9. Assist the Head of Program in all matters related to delivery of WFP assistance and bring to the attention of management any administrative constraints arising from rapidly evolving emergency situations in the field
  10. Perform other related duties as required

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
