JOB PURPOSE

The WFP Pacific Multi-Country Office covers 14 countries and territories in the Pacific with a programme of work focused on the capacity building of Pacific governments in emergency preparedness and response across the three clusters (Logistics, ETC and Food Security), social protection, cash and data preparedness. Other associated activities include food security monitoring and innovative climate-based initiatives. WFP does not have direct operations in the Pacific and this role therefore focuses entirely on capacity strengthening.

This position will serve as a focal point for WFP in the Samoa, (covering the four countries Samoa, Cook Islands, Nui and Tokelau), coordinating closely with the Apia based Resident Coordinator’s Office and with governments in the sub-region, ensuring alignment and profile for WFP's activities, including food security and nutrition, emergency preparedness and capacity strengthening.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the formulation of WFP’s programmes in the Pacific in line with WFP’s overall vision and priorities for the region;
2. Assist counterparts in governments and other partners in identifying where areas in which WFP’s tools and programmes can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of tools and programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes in the sub-region;
3. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives for enhancing food security and nutrition including identifying and developing opportunities for innovation and new partnerships.
4. Enhance WFP’s leadership status in forums relating to food security, nutrition, livelihoods, social protection, humanitarian coordination, and climate change through direct participation, briefings, information products and other materials.
5. Manage operational research and evidence building on issues relevant to food security and nutrition and related areas;
6. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
7. Contribute to resource mobilisation efforts for WFP projects, including clearly articulating WFP’s contribution to partnerships and programmes addressing food insecurity in the pacific.
8. Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners;
9. Contribute to Country Office Emergency Preparedness, specifically early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs;
10. Support the enhancement of WFP’s programmes through the integration of gender, accountability to affected populations, disability inclusion and environment as cross cutting themes;
11. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

• Act as WFP’s focal point for programmes and partnerships in the sub-region, including participation in technical partnerships and, in consultation with senior management, represent WFP in strategic meetings with government, United Nations counterparts and other partners.
• Coordinate and participate in regular travel across the sub-region to ensure that WFP’s programmes and partnerships are nurtured on the ground..

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

• Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with two additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

• At least 5 years of relevant progressively responsible experience in designing and implementing capacity/systems strengthening programme in the Pacific region.
• Experience in capacity strengthening, emergency preparedness and emergency response, CBT, social protection, and food security analysis, will be desirable.

Knowledge & Skills:

• Ability to analyse complex food security and nutrition issues in the Pacific with proven experience in leveraging international best practice to inform programmes and policies.
• Technical knowledge in emergency preparedness and risk management and/or food security and nutrition.
• Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
• Proven ability to forge and nurture partnerships and alliances.

Language:

• International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
