STANDARD MINIMUM QUALIFICATIONS
Experience: Minimum five years of work experience in humanitarian response is an asset, preferably including coordination and analysis, project formulation and implementation, including awareness of issues related to social protection and resilience building.
Language: Fluency in written and spoken English and Turkish.
Education: Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
ORGANIZATIONAL CONTEXT
This position is based in Ankara, Turkey. Within delegated authority, the Programme Policy Officer (Operations) will be reporting directly to the Deputy Country Director (DCD) or the Activity Lead.
Objective: Streamline field operations through establishing an efficient workflow that ensures the implementation of plans and presentation of associated results that facilitate informed and timely decision-making at all levels.
KEY ACCOUNTABILITIES (not all-inclusive)
- Streamline workflows between the field and country office by specifying the tools and systems used to monitor and report on the process towards completion
- Programme oversight over dashboards that allow ongoing monitoring, identification of problems and taking remedial actions. Make adjustments to dashboards to improve their usefulness.
- Coordinate and document actions to increase applicant pool in close coordination with Communications unit
- Provide operational support to organizing face-to-face and virtual ToTs
- Liaise with Procurement to ensure timely and transparent negotiation and finalization of contracts for all those products and services required to implement programmes (purchase of NFIs)
- Promptly call forward required funds to ensure timely procurement of equipment and timely settlement of invoices.
- If appropriate, liaise with relevant offices on the pipeline, and other issues, to ensure smooth implementation of the project (for example devise a Logistic Operational Plan and an NFI tracking tool)
- Proactively manage all relations with internal and external stakeholders involved in the implementation of the Programme operations (i.e. WFP focal points, contractors, government authorities as far as they receive goods or services)
- Produce regular operational update reports to Livelihoods Officer/DCD/CD/ on the progress of the programmes as specified in the programme document
- Identify possible bottlenecks, alert Head of Programmed/DCD/CD ahead of time, take preventive actions and plan for contingency actions
- Provide operations inputs to regular corporate reports

Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

TERMS AND CONDITIONS
Remuneration: A competitive compensation and benefits package is offered.
Annual Leave Entitlement : 1.83 days per month.

Duration of the contract: 12 months (renewable)
Nationality and Residency: The applicant should be either a Turkish national or have a valid Turkish residence at the time of application.
