WFP Turkey Country Office is looking for a Programme Policy Officer (Operations) SC8 based in Ankara/Turkey.

STANDARD MINIMUM QUALIFICATIONS

Experience: Minimum five years of work experience in humanitarian response is an asset, preferably including coordination and analysis, project formulation and implementation, including awareness of issues related to social protection and resilience building.

Language: Fluency in written and spoken English and Turkish.

Education: Advanced University degree in International Affairs, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

ORGANIZATIONAL CONTEXT

This position is based in Ankara and will directly report to Livelihoods activity manager, and technically report to CBT officer; with open channels to other activity managers and BPU.

KEY ACCOUNTABILITIES (not all-inclusive)

Support Livelihood Project Manager

1.Advise, support and guide project manager on Livelihood Projects through active participation in project design & implementation. 2.Contribute and lead on preparing internal and external budgets including program Implementation plans and FLA Budgets. 3.Follow, control and monitor implementation plan financially. Liaise with relevant stakeholders on documentation flow, ensure documents are accurate and timely submitted. 4.Regular reporting on budget and issues to activity manager

Support Budget & Programming Unit

5.Coordinate available funding according to program needs across all program activities; including active coordination with partners to provide relevant input. 6.Provide regular inputs to BPU forecasts and high-level budgets. 7.Active support in preparation of project proposal budgets in line with WFP Cooperate Rules & Regulations.

Support Programme Cash Based Transfer Unit

8.Establish & maintain good communication with counterparts and provide trainings according to program operational needs and requirements. 9.Review expense reports submitted by WFP’s Cooperating Partners for accuracy, completeness, and alignment with agreed budget. Liaise with WFP’s Partners to address any discrepancies and ensure timely submission of all documentation required for payment to Management and/or relevant units within WFP. 10.Revise the process and tools as needed to adapt to changes within the project or WFP’s financial framework and document any deviations from processes caused by operational exigencies. 11.Participate, on behalf of WFP Programme unit, in periodic in-person reviews, spot checks of Cooperating Partner expenses; through active coordination and liaison with compliance officer and partners. 12.Monitor and analyze Cooperating Partner consumption of available budget, and prepare reports including charts and tables for Management/activity managers to highlight any trends or potential issues in the pipeline and provide recommendations for moving forward. Prepare ad hoc reports as requested to meet specific information requirements. 13.Within the WFP Programme unit and Cash-Based Transfer sub-unit, provide inputs to design of key processes for transfer of funds to beneficiaries, as well as payment of operational expenses. Participate in regular meetings between WFP and Cooperating Partner counterparts to design and implement cash transfer processes in line with WFP’s broader guidance and standards for cash programming. 14.Ensure that the budgets and expenditures of WFP’s Cooperating Partners are entered into WFP Information Systems in a correct and timely manner, in line with corporate guidance for financial management of partner resources. Maintain detailed internal records in Excel, linked to WFP Management Information System records, to facilitate reporting and analysis. Liaise with relevant units within WFP, and advise Management as needed, to ensure common understanding and consistent application of corporate guidance. 15.Perform other related duties as required.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

Desirable experience:

  • Has experience working across the Program portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
  • Has strong coordination skills and background.

TERMS AND CONDITIONS

Remuneration: A competitive compensation and benefits package is offered.

Annual Leave Entitlement : 1.83 days per month.

Duration of the contract: Until 31 December 2021 (renewable)
