The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. More than half the population of Afghanistan – a record 22.8 million people – will face acute food insecurity in 2022. The combined effects of drought, conflict, COVID-19, and the economic crisis, have severely affected lives, livelihoods, and people’s access to food.

The team of 600 staff, 550 of which are Afghan nationals are working tireless to bring emergency food and nutrition assistance to the millions of people suffering across the country. The assistance provided by WFP includes emergency food assistance, school meals, nutrition programmes and important self-reliance and resilience programmes. The packet of support can include food, cash, or vouchers.

In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.

ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid speed, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security & nutrition intervention, combined with a scale-up of resilience interventions to safeguard gains. WFP has begun a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. Also, its actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Support nutrition programmes to contribute to meeting the nutritional needs of beneficiaries within the country and/or provide technical advice and guidance on nutrition strategies, programme design and implementation. KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical advice to the CO team, Field Office staff as well as Cooperating partners on nutrition specific and nutrition sensitive programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodity choice for nutrition specific and nutrition sensitive programming in line with WFP standards and processes. 2. Support the strengthening of national nutrition initiatives, including the development of national government policies related to nutrition as well as nutrition strategies, action plans, protocols and guidelines in line with the Scale up Nutrition (SUN) Movement and international guidance and current evidence. 3. Work with staff in supply chain, logistics, finance, other programme units and other divisions to ensure effective design and delivery of WFP nutrition programming. 4. Provide support for operational partnerships, including inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non- emergency settings. 5. Support the preparation of accurate and timely reporting and learning, contributing to a knowledge base that informs decision making of WFP and other stakeholders. 6. Design, conduct and communicate the nutrition situation clearly and effectively to nutrition stakeholders. 7. Represent WFP at various meetings and technical coordination platforms to contribute in technical discussions, exchange experiences, advocate for nutrition interventions and identify areas of potential collaboration. 8. Build capacity of WFP staff, partners and national governments to prepare for and respond to nutrition problems. 9. Support the monitoring and evaluation of WFP activities, provide technical analysis, and interpretation. 10. Guide and support staff, acting as a point of referral and supporting them on more complex analysis and queries. 11. Contribute to emergency preparedness actions, providing technical recommendations on contingency planning, risk analysis and early warning related to nutrition risks. 12. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 13. Perform any other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.

Experience:

• At least 6 years of relevant experience in the field of Nutrition.

Languages:

  • Good oral and written languages skills in English, Dari and Pashto.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience working with governments on developing nutrition policies and/or implementing a nutrition programme (within food security or health). • Experience conducting nutritional assessments, analysed data and drafted recommendations for programme. • Experience working in multiple countries. • Experience working in both emergencies and development context.

TERMS AND CONDITIONS

Position Title: Programme Policy Officer (Nutrition)

Grade: NOC

Contract: Fixed-Term (FT) - One-year renewable

Duty Station/travel: Kabul, Afghanistan with travel inside Afghanistan

Salary: Competitive remuneration package

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
