BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The current WFP Country Strategic Plan (2019-2023) in Cambodia aims to complement and contribute to the Royal Government of Cambodia’s (RGC) efforts to achieve zero hunger through supporting school-based programmes, strengthening resilient local food systems, enhancing government capacities on emergency preparedness and response and enhancing food security, nutrition and social protection governance. Central to its Cambodia programme, WFP has been working with the Ministry of Education, Youth and Sport (MoEYS) to implement school feeding since 1999 through the provision of hot, nutritious meals in schools and cash/food scholarships to vulnerable primary and pre-primary school children. From 1999 to 2021, this social assistance programme has benefited over two million school children with much work already done to transition school feeding to a nationally managed and funded programme from 2025.

OBJECTIVE

The objective of this assignment is to support the nutrition sensitive elements of the school feeding programme, underlining the linkages between nutrition outcomes and ongoing efforts across SBCC, food safety, gender, nutrition education and WASH as it relates to the WFP/MoEYS school meals programme.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Nutrition Advisor, and in collaboration with the nutrition and school meals programme teams, the consultant will be responsible for:

Leading the continued integration of nutrition within the school feeding programme (SFP) in support of the School Feeding Unit (SFU). This includes, but is not limited to:

  1. Provide technical advice to SFU on nutrition specific and sensitive programme including in relation to policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodities.
  2. Support the development of nutrition standards and guidelines in collaboration with FAO, WHO, and UNICEF and in alignment of ASEAN school nutrition guidelines project.
  3. In collaboration with relevant WFP units, play a lead role on research on snack foods and the school environment, building on previous research undertaken and aligning with regional and global agenda.
  4. Explore linkages between SFP support to pre-primary students and UNICEF ECD and nutrition support to schools to identify potential synergies and points for collaboration specifically related to prevention of wasting in this age group. Ensure linkages to the snack food research.
  5. Lead the development of comprehensive nutrition SBCC package including educational materials across relevant stakeholders including (pre-)primary children, teaches, parents, vendors, directors, and community/religious leaders, aligning with existing approaches and linking with the ongoing snack food research.
  6. Oversee the smooth implementation of WFP’s ongoing interventions for nutrition for school-aged children.
  7. Lead the review of the M&E framework for nutrition in school.
  8. Provide inputs to donor reporting and proposals.
  9. Perform other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

  1. Comprehensive nutrition sensitive SBCC package developed and piloted in selected schools.
  2. M&E log frame for nutrition interventions in schools.
  3. At least two 2 abstracts or presentations at regional or international level to highlight the work of Cambodia CO on nutrition in schools.
  4. Tableau dashboard for nutrition in schools.

STANDARD MINIMUM QUALIFICATIONS

Education: Master's degree in the field of nutrition, public/global health, or related field.

Languages: Fluency (Level C) in English

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

  • At least 5 years of professional experience implementing, or supervising interventions related to health and nutrition.
  • Experience in implementing SBCC programs in nutrition or public health including advocacy as part of social and behavioral change.
  • Experience in designing/managing evidence-based programs (incl. conducting formative research, pre-testing materials, training, developing monitoring and evaluation framework).
  • In-depth experience in community mobilization and program management.
  • Exposure to the nutrition and/or health environment in Cambodia would be an asset.

Knowledge & Skills:

  • Excellent interpersonal skills required, including strong professional communication skills.
  • Understanding of food systems and drivers of double burden of malnutrition in a nutrition transition context.
  • Knowledge of formative research methods, including qualitative methods.
  • Strong analytical and report writing skills.
  • Ability to work within tight deadlines and manage multiple tasks simultaneously independently.
  • Proven ability to conceptualize, develop, plan, and manage programs.
  • Excellent leadership and teamwork skills, good analytical, communication, negotiation, and advocacy skills.
  • Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds.
  • Advanced computer skills with mastery of Windows and Microsoft Office.
  • General knowledge of WFP programs is an advantage.
  • Experience as a consultant producing and delivering quality results.
